본 글은 리스본 조약이 유럽연합의 이중행정체제에 미치는 영향을 분석하고 그 영향으로 어떠한 결과가 나타날 것인가에 대한 고찰을 주목적으로 한다. 이를 위해 본 글은 리스본 조약의 관련 조항을 분석하고 그것을 토대로 유럽연합(EU)의 주요 정책 중에 하나인 공동외교안보정책을 사례로 분석하여 정책결정과정에 대한 변화를 전망한다. 본 글은 리스본 조약이 유럽연합 특유의 행정정책결정구조인 이중행정체제에 어떠한 변화를 가져올 것인가라는 의문에서 출발했고 유럽이사회와 집행위원회라는 두 기구 중심의 이중적 행정체제가 유럽이사회, 집행위원회, 신설된 연합외교안보고위대표자라는 세 기구 중심의 체제로 바뀔 것이라는 가설을 제시한다. 가설을 검증하기 위해 공동외교안보정책을 사례로 채택하여 그 절차를 분석했고 결론으로 유럽연합의 이중행정체제는 세 행정기구가 상호 견제와 협력을 이루면서 안정적인 균형을 갖춘 삼중행정체제로 변화할 것이라는 결론을 제시한다.
Abstract
This paper aims to analyse the (potential) effect of the Lisbon treaty on EU’s particular ‘Dual-executive system’, which basically means a division of executive power between two supra-national institutions of the EU. It specifically selects the Common Foreign and Security Policy (CFSP) for the case study. We authors try to provide a kind of anticipation about the possible change in EU’s executive decision-making process, ‘Dual-executive system’. For this purpose, it analyzes most of relevant articles of the Lisbon treaty and cites some critical views from existing major studies. Providing the test-result of hypothesis, we conclude that the ‘Dual-executive system’ will change into the ‘Triple-system’ which includes three different organizations such as:- European council, Commission and High Representative of the Union for Foreign Affairs and Security Policy.
