Abstract

The open method of coordination(OMC) is a product of long European efforts for integration toward a kind of problem-solving mechanism under revisions and refreshments. This paper looks into its backgrounds and features for theoretical implications. The most significant feature of the OMC is that it manages the complex networks among horizontal and vertical actors reflecting the changing structure of the Union. The concept of network state is presented here in order to explain the overall structures of the Union in which OMC works. The OMC is also regarded as a mechanism of decision-making processes toward a cooperative system with soft approaches. The tradition of Social Europe as a background of the OMC is also analyzed as an alternative model replacing the economy-oriented notion of European integration. Finally, upon unsatisfactory evaluations of the OMC for the last several years, the paper expects it to be a better governance form with more revisions and improvements. The EU has been the most exemplary case of experimenting a new state model in the era of globalization beyond the traditional heritages of modern nation-state. The OMC may be regarded as a useful tool in setting up the model of network state with its trial-and-errors in policy coordinations.
