유럽연합의 대북정책: 통합이론을 근간으로 고찰

The EU's North Korean Policy: A Study based on Integration Theories

초록

1995년부터 시작한 유럽연합의 대북한 정책은 하위정치 분야의 개입을 통한 연성안보 증진에 힘썼다. 이와 같은 성향의 대북한 정책은 유럽연합의 민간권력적 정체성과 관계가 있다고 보았다. 이런 가정 속에, 본 논문은 다양한 통합 이론을 통하여 그 규명작업을 하였다. 그러나 유럽연합의 민간권력적 정체성과 대북정책간의 상관관계를 설명함에 있어 하나의 통합 이론에 의존하기 보다는 절충주의적 접근을 시도하였다. 절충주의 시각을 위해 본 논의에 가장 합당한 자유주의적 정부간관계론, 신제도주의 및 사회 구성주의 세 가지 이론을 선택하였다. 우선, 자유주의적 정부간관계론주의자들은 상이한 국가의 이익을 절충하기 위해 최소한의 공동분모를 바탕으로 한 합의를 하였고 이런 합의의 정책적 발현이 민간권력적 특성을 지닌 대북정책이라고 설명했다. 반면 신제도주의자들은 제도는 사회 구성원들이 오랜 시간 동안 사회에서 만든 편견을 포함한다고 보았다. 이런 추론을 본고에 적용하면, 제도 속에 내재해 있는 편견이 민간권력적 성향을 낳았고, 이는 의사결정과정이란 제도의 운용을 통해서 대북정책에 반영되었다. 이런 정책적 결과를 신제도주의자는 의도하지 않은 제도화에 따른 결과라고 보고 이는 제도가 가지는 경직성에 의해 공고화 된다고 설명했다. 한편 사회 구성주의는 대북정책은 유럽연합이 설립부터 소중히 여겨왔던 가치의 발현이고 이를 대북정책에 반영하는데 각 회원국들이 인지적으로 동의한 결과라고 보았다. 따라서 본 논문은 유럽연합의 대북 정책을 분석함에 있어 개별 회원국들의 입장과 이익에 대한 이해뿐만 아니라, 이들 회원국의 상호작용이 발생하는 제도의 속성과 이 제도 속에서 상호작용 하는 회원국들의 정체성이 어떻게 재구성되는지도 고찰 할 필요가 있다고 주장했다.
