한국과 서유럽의 이민자 시민통합정책 비교 연구

이민자 통합에 실패한 서유럽은 1990년대 후반부터 ‘시민통합정책’(civic integration policies)을 시행되고 있다. 이는 이민정책에 있어 국가 간 차별적 요소를 잠식하면서, 유사한 정책으로 수렴되는 경향으로 나타나고 있다. 시민통합정책의 핵심은 이민자들에게 주류 사회로 통합될 것을 요구하는 동시에, 이를 위해 수용국의 언어 교육이나 직업교육 프로그램에 참여할 것을 이민자가 당연히 부담해야 하는 의무적 요소로 간주한다는 점이다. 이 글은 서유럽의 이민자 통합 정책의 공통적 요소를 시민통합정책으로 정식화하고, 실내용에 있어 그와 유사한 한국의 시민통합정책을 비교 분석하는 데 목적이 있다. 논문은 서유럽은 ‘통합의 위기’에 직면하여 시민통합정책을 도입하였으나, 한국의 경우는 이민자 급증에 대응하기 위해 도입되었다는 차이점을 제시하였고, 이러한 차이로 서유럽의 시민통합정책이 다문화정책에 대한 대안적 성격을 가진다면, 한국은 다문화정책의 맥락에서 일부 시민통합정책을 시행하고 있다고 주장하였다. 또한 서유럽은 이민자 개인의 자립성(autonomy)을 위해 직업교육을 강화하고 있으나, 우리의 경우는 직업교육은 드물고, 반차별 정책을 시행하고 있지 않은 점도 서유럽과 다른 점이다. 그러나 시민통합정책이 주류 사회의 가치 수용을 요구하는 동화주의적 요소를 내포하고 있다는 점에서 유사성도 발견된다. 이민자 통합 문제는 빠르게 이주민이 늘어나고 있는 한국에서도 곧 사회적·정치적 중요 이슈로 부각될 개연성이 높다. 이 논문이 서유럽의 시민통합정책에 주목한 이유는 이로부터 기인한다. 한국은 앞선 경험을 면밀히 분석하여, 보다 포용적이 사회를 만들기 위한 정책 수립에 참고로 삼을 필요가 있다.
Abstract
‘The failure of immigrants integration’ has put on the Western Europe to adopt a ‘civic integration policies.’ This has eroded the divergence of immigration policies of respective countries and made the inclination of convergence of Western Europe. The core of civic integration policies is a introduction of obligatory programs to promote and encourage the participation of immigrants into host society. This thesis aims to compare the Western Europe and Korea’s civic integration policies, which in case of Korea is similar in goals, intent and instrument with the former. Paper distinguishes difference of the two in the cause of introduction. While Western Europe has begun these policies to respond the failure of integration, Korea has implemented them in the context of multicultural policies. Also the former has strengthened the workfare programs, whereas the latter is rare in vocational education for immigrants. Anti-discrimination policies are only pertinent to Western Europe. However civic integration policies of the two have common implication of assimilation. Rapid increase of foreign migrants will make critical issue in Korea in the near future. This is the reason why the treatise pays attention to experiences of Western Europe. Study on the previous experiences and experiments of Western Europe are useful in setting-up the inclusive immigrants integration policies in Korea.
