연동형 비례대표제의 비판적 평가와 대안모델의 탐색

현재 국회의원 선거제도 개편안으로 논의되고 있는 독일식 연동형 비례제는 득표와 의석의비례성을 강화하여 다당체제의 착근에 긍정적인 영향을 미칠 수 있는 제도유형이다. 그러나 비례의석의 비율이 낮을 경우 초과의석이 과다하게 발생하여 의원정수의 유동성이 심화될 수 있다. 무엇보다 독일식 연동형이 정당득표에 따라 의석이 결정되는 방식이기 때문에 거대정당과군소정당 간 손익이 극명하게 갈라진다는 점에서 여야 간 합의가능성이 높지 않다고 할 수 있다. 독일식 연동형보다는 현행 의석비율을 유지한 상태에서 비례의석의 배분방식만 지역구선거의의석과점과 연동시킨 스칸디나비아식 보정형 혼합제(compensatory two-tier system)를 현행병립형 선거제도의 대안으로 제안할 수 있다. 이 방식은 연동형에서 발생하는 초과의석을 원천적으로 차단하면서 정당 간 합의가능성을 높이고, 지역구선거의 불비례를 완화할 수 있다는 장점을 보인다. 시뮬레이션 결과, 스칸디나비아식의 비례성은 연동형 비례제보다는 낮지만 현행병립형보다 월등히 높은 수준의 비례성을 보이는 것으로 나타난다.
Abstract
The German mixed member proportional (MMP) system currently under discussion as a reform model for South Korean National Assembly elections is the German model, a type of system that can positively influence the form of the multiparty system and enhance proportionality. However, if the proportion of district seats to the list seats is low, overhang seats may occur excessively, and this may intensify fluctuations in assembly size. Consensus on adoption of the German MMP has proved unreachable because there is a clear discrepancy in gains and losses between larger and smaller parties. The Scandinavian Two-tier compensatory system, however, could block the occurrence of overhang seats and reduce the disproportionality caused by a single member district (SMD) elections even at the current seat ratio. Simulation results show that the proportionality of the Scandinavian model is much higher than in the current mixed member majoritarian (MMM) system.
