북유럽 지방소멸 위기와 정책적 대응: 스웨덴 사례를 중심으로

이 연구는 글로벌 차원에서 선진국에서의 저출산･고령화 현상이 뚜렷한 가운데 북유럽 국가 중 한국과 유사하게 인구의 도시편중 현상이 심화되는 반면 인구 증가 경향이 지속되는 스웨덴 사례를 통해 인구 유입과 지역혁신을 위한 지역 정책적 특징을 살펴봄으로써 한국의 지방소멸 위기 양상 및 정책적 대응에 대한 소정의 함의를 도출하고자 한다. 연구 결과 스웨덴의 지속적인 인구 증가에는 인구정책 차원에서 이민 유입과 보편적 복지 및 일-가정 균형 정책이 영향을 미쳤다. 인구 밀집 지역과 감소 지역 간의 지역 불균형 문제는 지역정책 차원에서 초국적 기구(EU)-공공(중앙-지방정부)-민간(제3섹터) 간 다차원적 거버넌스, 지방 분권 및 책임 이전, 공공-민간-제3섹터 간 협력 및 이해당사자 대화(dialogue) 체제 등을 통해 대응함으로써 지역 발전과 지역 간 인구 이동의 잠재적 가능성이 제시된다. 한국의 저출산･고령화 및 지방소멸 위기에 대응하기 위해서는 현행과 같은 출산율 제고 인구정책 및 소극적 노동시장 정책에서 벗어나 정책 수립 및 집행 과정에서 융합적 거버넌스, 다차원적 이해관계자 간의 협력 구조, 풀뿌리 제3섹터의 장기적･종합적 정책 설계 및 수행과정에서의 참여를 통한 적극적 지역 정책이 필요할 것이다.
Abstract
At the global level, while the phenomenon of low birth rate and aging is evident in developed countries, including Korea, among Nordic countries, the concentration of population in cities is intensifying. In contrast, the trend of population growth continues in Sweden. This article is meant to derive specific implications for Korea's local extinction crisis and policy response by looking over the regional policy characteristics of Sweden. As a result of this study, the influx of immigration, universal welfare, and work-life balance policy affected Sweden's continuous population growth in terms of population policy. The problem of regional imbalance between densely populated areas and declining areas can be addressed at the level of regional policy by multi-level governance between transnational organizations (EU)-public (central-local government)-private (third sector). Decentralization and transfer of responsibility from the public to the private sector have been conducted by responding through third-sector cooperation and stakeholder dialogue mechanisms. As a result, the possibility of regional development and population mobility between regions are presented. To respond to Korea’s low birth rate, aging population, and local extinction of Korea, it is necessary to break away from the current fertility-enhancing population and passive labor market policy. Convergence governance in policy establishment and implementation, cooperative structure among multi-level stakeholders, and active regional policy through participation in designing and implementing long-term and comprehensive procedures of the grassroots 3rd sector will be needed.
