본 논문은 한국의 지방소멸 위기에 대응하기 위한 다른 지역 사례로서 선택한 EU 지역 연구이다. 그러한 한국과 달리 지방소멸이라는 용어 차체를 유럽에서는 사용하지 않는다는 사실을 고려하여 본 논문에서는 유럽의 지역축소 위기 상황을 중점적으로 다루고자 한다. 사례 분석의 효율성 제고를 위해 본 논문은다음과 같은 4개 장으로 구성되어 있다. 서문에 해당하는 첫 번째 장에서는 논문에서 의미하는 EU 지역축소의 의미와 분석 구성 등에 대한 간단한 설명과 구성 방식을 소개할 것이다. 두 번째 장에서는 유럽 축소사회와 관련된 선행 연구들을 비교하면서 기존 연구들이 갖는 한계를 모색하면서 본 논문의 연구 분석을 위한 방법과 분석틀을 제시하고자 한다. 세 번째 장에서는 EU 개별 회원국들의 지역축소 현황을 인구감소와 새로운 유형의 지역 정의에 따라 추진하고 있는 다양한 전략과 세부적인 정책들을 구체적으로 살펴보고자 한다. EU 차원에서 진행되는 새로운 유형과 범주의 지역 규정들, 소규모 도시 지역, 기능성지역의 재구조화 등을 통해 각 국가별 지역과 사회에 대한 재구조화 전략과 정책의 연계성 등을 구분하여 설명하게 될 것이다. 또한 지역축소 위기에 대한 국가별 구조적 차이들이 어떤 방식으로 EU 차원의 관련 정책과 제도로 수렴되어 시행되는지를 분석하면서 현재의 위기 대응의 다양한 모습들과 내용들을 구체적으로 들여다 볼 것이다. 결론 부분인 제4장에서는 현재 시행되거나 향후 계획하고 있는 EU의 지역축소 위기에 대응하는 정책과 제도들의 정책적 함의를 파악하고, 한국의 지역 혹은 지방 소멸 위기 상황과의 비교를 통해 적용 가능한 시사적인 정책과 제도들을 도입 가능성을 검토하게 될 것이다.
Abstract
This paper is a study on EU regions selected as case studies to respond to the crisis of local extinction in Korea. Unlike Korea, however, the term "local extinction" is not considered appropriate in the European context, so this paper focuses on the crisis of regional sirinkage in EU regions. To enhance the efficiency of case analysis, this paper is structured into four chapters. The first chapter will provide a brief explanation of the concept of EU regional sirinkage as defined in this paper, along with an introduction to the analytical framework and structure. The second chapter will compare previous studies related to the shrinking society in Europe, identify their limitations, and present the research methods and analytical framework for this study. The third chapter will examine the regional sirinkage trends in individual EU member states and analyze the various strategies and specific policies implemented based on population decline and new definitions of regional classification. The fourth chapter will analyze the policy implications of the policies and institutions currently implemented or planned in response to the EU's regional sirinkage crisis. Additionally, it will compare these with Korea's regional or local extinction crisis to examine the feasibility of adopting applicable policies and institutions.
