지방소멸 위기 대응 거버넌스에 대한 고찰: 스웨덴 농촌지역개발정책 거버넌스 사례를 중심으로

이 연구는 스웨덴의 농촌지역개발정책거버넌스 사례 연구를 통해 지방소멸 위기대응 거버넌스의 다양성과 사회적 파트너십-제3섹터- 참여 거버넌스의 가능성과 한계를 고찰한다. 스웨덴은 EU 가입 후 공공-민간 협력 거버넌스를 통해 지방소멸 위기대응을 위한 지역정책 거버넌스를 구축해왔다. 한국은 지방소멸 대책 마련에 여전히 정부 의존도가 높고, 정권교체에 따른 정책 변화가 큼에 따라 정책 효과와 효율성이 낮은 점이 과제로서 제시되어 왔다. 스웨덴 농촌지역개발프로그램 수립 과정에 대한 연구 결과는 공공-민간 협력 거버넌스의 가능성과 한계를 동시에 보여준다. 가능성으로는 분권화, 민주적 의사결정 확대, 지역 이해당사자 의견의 직접 반영 등으로 지방소멸 문제에 대한 구체적이고 직접적 의견 수렴을 통해 정책의 정당성을 확보할 수 있었다는 점이다. 지역에 대한 사전평가분석을 통해 다년 사업 계획을 수립하고, 전문가로 구성된 위원회 구조를 마련하여 사회적 대화 협의체 혹은 사안별 공청회 혹은 포럼 등을 통해 이해관계자 및 주민이 자발적으로 참여할 수 있는 구조가 형성되었다. 하지만 농촌 지역의 민간 참여 자원의 제한과 참여 편중 현상은 사회적파트너십 참여 거버넌스에서 나타날 수 있는 전형적 한계라고 볼 수 있다. 또한 제3섹터 시민사회의 자율성이 축소되며 정부 지원에 의지하는 경향이 증가하는 예상하지 못한 부작용이 나타날 수 있다.
Abstract
This study examines the diversity of the crisis management governance against rural extinction and the possibilities and limitations of social partnership participatory governance through a case study of Sweden's rural development policy governance. After joining the EU, Sweden has established regional development policy governance to respond to the crisis of local extinction through public-private collaborative governance. In Korea, there is still a high level of dependence on the government in preparing local extinction measures, and following as large policy changes due to changes in government, low policy effectiveness and efficiency have been presented as challenges. The results of a study on the process of establishing a rural development program in Sweden show both the possibilities and limitations of public-private collaborative governance. Possibility is that the legitimacy of the policy could be secured by collecting specific and direct opinions on the issue of local extinction through decentralization, expansion of democratic decision-making, and direct reflection of the opinions of local stakeholders. It is necessary to establish a multi-year business plan through preliminary evaluation and analysis of the region, and establish a committee structure composed of experts to create a structure in which stakeholders and residents can voluntarily participate through social dialogue councils or public hearings or forums for each case. there is. However, limitations in private participation resources and concentration of participation in rural areas can be seen as typical limitations that can appear in social partnership participatory governance. Additionally, there may be unexpected side effects such as a reduction in the autonomy of third sector civil society and an increased tendency to rely on government support.
