Abstract
In the late period of Chosun, the physical amount of production and supply was yet too small to protect the rights or claims of consumers. Rather, the producers were likely to use their market power and force buyers to follow their unfair orders for transaction. This report tries to find the difficulties the consumers had at that time, and search how the government, entrepreneurs, and consumers acted or reacted to the given economic situations. The purpose of this research is to also identify the features of Chosuns consumer policies and their meanings. At that time, when a person violated his duty in a private trade, he had to compensate for any damages and was also inflicted punishment. By this way, the government realized a secure and complete relationship between transactional right and duty. In addition, the subscription withdrawal (Cooling-Off) system, which only occurs in special sales nowadays, was acknowledged in ordinary sales as well. There were special corporations of tradesmen such as Do-joong or Bo-pu-sang that had strict rules for the sake of the partys unity. There were many regulations that supervised commercial transactions such as kyung-gook daejen or Dae-myung-yool gik hae two laws that took charge of consumer problems. Also there was Pyung-si-se, an organization that administrated consumer matters. Nevertheless, these laws and regulations were limited and insufficient to solve the various problems of consumers.
