교통약자의 이동권을 보장하기 위해서 이동지원 편의시설 확충, 특별교통수단 공급, 데이터·AI 기반으로 이동패턴 분석으로 대중교통 노선 계획및 요금정책 수립 등 국내외에서는 다양한 정책과 서비스가 시행되고 있다. 그러나 서비스 이용자인 교통약자 관점에서 필요한 상황에서 원하는교통수단을 보다 편리하게 이용하기에는 여전히 서비스 편의성을 향상시키기 위한 연구가 필요하다. 본 연구에서는 교통약자 이동편의 증진을위한 정책과 서비스를 살펴보고, 교통약자 이동지원을 위한 마이데이터 기반 서비스 모델을 제시한다. 제시한 서비스 모델에서는 교통약자가 개인별상황에 따라 교통수단을 자유롭게 선택하여 이용할 수 있고, 국가 또는 지자체가 제공하는 교통복지 바우처 혜택을 동일하게 제공받을 수 있다. 제시한 서비스 모델은 개인데이터를 안전하게 수집하고 활용할 수 있도록 지원하는 마이데이터 플랫폼, 마이데이터 기반으로 교통복지 수혜 대상자인증, 서비스 이용 후 요금정산을 위한 결제 기능을 핵심 구성요소로 정의하고 있다. 본 연구에서는 제시한 서비스 모델을 구현하고 대전시의교통약자를 대상으로 실증서비스를 실시함으로써 이용자 관점에서의 서비스 만족도를 조사하였다.
Abstract
Various policies and services are being implemented in Korea and other countries, such as the expansion of convenience facilitiesfor mobility support, the provision of special means of transportation, and the establishment of public transportation route plans andfare policies based on data and AI-based movement pattern analysis to ensure the mobility rights of the weak in transportation. However,A research is still needed to improve service convenience in order to more conveniently use the desired means of transportation in anecessary situation from the viewpoint of the transportation vulnerable. This study examines the policies and services for the promotionof mobility for the transportation disadvantaged, and presents a MyData-based service model for mobility support for the transportationdisadvantaged. In the proposed service model, the transportation-disabled person can freely choose and use the means of transportationaccording to individual circumstances, and receive the same transportation welfare voucher benefits provided by the state or government. The proposed service model defines the MyData platform that supports the safe collection and use of personal data, the authenticationof traffic welfare recipients based on MyData, and the payment function for fee settlement after using the service as key components. In this research, the service satisfaction from the user's point of view was investigated by implementing the proposed service model andproviding a demonstration service for the transportation vulnerable in Daejeon.
