초록
일본은 싱가포르와의 자유무역협정 (FTA)을 종결한 후, 일본과의 큰 경제적 유대관계가 있은 무역국들과의 FTA체결을 촉진하는 계기가 되었다. 이는 일본의 무역정책이 보수에서 진보적으로의 선회를 의미한다. 어떻게 일본의 무역정책을 변경하게 되었을까? 이 논문은 FTA의 개념을 설명하고, 일본 정부와 경제주체인 기업들의 FTA 동기부여를 평가한다. 또한, 이 논문은 일본과 한국간의 한일자유무역협정(JKFTA) 의 득실을 논의하고자 한다. 한일 자유무역헙정이 체결되지는 않았지만, 다양한 선행조사를 통해 JKFTA의 단기적 효과는 한국보다는 일본에 더 유리한 것으로 밝혀졌다. 더욱이 한국은 산업의 구조조정 등을 통해 경제적 손실이 클 것으로 예상된다. 그러나 이와는 반대로 장기적인 관점에서는 일본과 한국 양국이 이득을 얻으리라 평가된다. 따라서 이론적 관점에서 살펴본다면, JKFTA는 양국에게 잠재적 이익을 제공한다 하겠다. 마지막으로, 이 논문은 JKFTA의 실행을 위한 한계 및 실현 가능한 답에 관하여 논의하였다. JKFTA을 종결하기 위해서는 몇 가지 요인을 검토해야 한다. 한국의 자동차 산업의 미래 및 한국의 만성적 대일무역적자가 이것이다. 기술적인 협력 및 산업 협동은 일본 자동차 산업뿐만 아니라 한국 자동차 산업에 유리할 것이다. 게다가, 동북아지역의 “지역자본”은 FTA와 경제 협력을 형성하는데 핵심적인 역할을 한다. 그것을 실현하기 위해서는 일본과 한국이 모두 상호간의 신뢰를 창조해야 한다.
Abstract
After Japan concluded Free Trade Agreement (FTA) with Singapore, Japan began to facilitate the formation of FTA with its trade partners that have had strong economic ties with Japan; which means that Japanese trade policy changed from conservative to progressive way. How come Japan drastically shifted its trade policy? This article explains the concept of FTA, evaluates Japanese government’s and business groups’motivations of FTA. Also, this article studies benefits and costs of FTA—more specifically Japan-Korea FTA (JKFTA) case. Although it is not concluded yet, however, according to many surveys, the short-term effect of JKFTA tends to be more beneficial to Japan than to Korea. Moreover, Korea might be suffered from economic loss due to industrial restructuring and adjustment. In terms of long-term effect, on the other hand, both Japan and Korea would gain benefit of FTA. Thus, it was found that as long as theoretical perspective was concerned, JKFTA brought potential merits on both countries. Lastly, this article discuss about the implementation of JKFTA, its limits and possible answers. There are several factors have to dealt with to conclude JKFTA: the future of Korea’s automobile industry and Korea’s chronic trade deficit with Japan. The technical tie-up and industrial cooperation would be beneficial to the Korean automobile industry as well as the Japanese automobile industry. Furthermore, to build a ‘regional capital’plays a key role in forming FTA and economic cooperation. In order to do it, it was suggested that both Japan and Korea should create mutual trust.
