2003년 한·일 자유무역협정(FTA) 협상은 ‘윈-윈(win-win) FTA’ 도출 확신이 서 있지 않은 상태에서 공식협상이 결정되었고, 협상 기간 중 FTA 주요 이슈에 대한 양국간 입장 차이를 좁히지 못해 협상개시 1년만인 2004년 말 협상이 중단되었다. 독도문제, 교과서 파동 등 정치적 현안으로 양국간 정치외교관계가 경색되는 상황에서 당시 고이즈미 준이치로 일본 총리가 신사참배를 강행함으로써 일본에 대한 한국의 신뢰는 약화되었고 결국 양국간 FTA 협상되는 국면을 맞게 되었다. 이명박 정부 취임 이후 일본 정부는 한·일 FTA 추진에 적극적인 입장을 보이고 있으며, 산업계, 학계 등 다양한 경로를 통해 양국간 FTA 추진 필요성을 설득하고 있다. 2003-2004년 협상에서 입장 차이가 컸던 시장개방의 이익을 균형화시킬 수 있는 대안을 제시하지 않고 있어 우리 정부는 한·일 FTA 협상재개를 적극적으로 검토하기 어려운 상황이다. 하지만, 미국, EU와의 협상이 타결되었거나 타결국면에 놓여 있어 ‘FTA로드맵’ 이행 순서로 보면 한·일 FTA를 검토해야 하는 시기에 근접하고 있는 것으로 평가되고 있으며, 거대경제권과의 FTA 추진으로 한일 FTA로 인한 부정적인 영향도 크게 줄어들게 되었다. 또한 중국의 동아시아 내 위상 강화 및 경제통합 주도에 한일 양국이 공동으로 대처하기 위한 방안을 모색해야 하는 상황이며, 이명박 대통령이 밝힌 ‘신아시아 구상’이 아시아 모든 국가와의 FTA 추진으로 인식되고 있어 일본의 한·일 FTA 공식협상 재개 제안을 검토하지 않을 수 없는 상황이다. 본 논문은 한·일 FTA 협상 중단 배경을 고찰하고, 양국간 FTA에 대한 일본의 입장 변화 및 동아시아 경제통합에서 한·일 FTA의 역할에 대해 분석하고 있다. 이러한 논의를 바탕으로 한·일 FTA 협상 전망 및 양국간 FTA 이익을 균형화시키기 위한 방안을 제시하고 있다.
Abstract
The official negotiation for a Japan and Korea FTA began at the end of 2003, without substantial confidence for mutual gains from the conclusion of the FTA. As the differences of positions about major issues in the bilateral FTA negotiation were rather enlarged more under the negotiation period of 2003-2004, the negotiation was finally suspended at the end of 2004. Moreover, political relations between Korea and Japan were worsened due to then-Japanese Prime Minister Koizumi's paying homage to Japanese shrine, in addition to territory issue about the Dokdo Island and the textbook with distorted interpretation on history. While Japan has been active in requesting Korea for resuming the negotiation for a Japan-Korea FTA after President Lee, Myong-Bak took office February 2008, Japan does not seem to be enthusiastic in devising the contents for balancing economic gains from the bilateral FTA. Still, the government of Korea is not sure for economic gains from structural adjustment with the FTA. However, Korea signed the FTA with US in April 2007 and is under final stage for conclusion for an FTA with EU, and Korean industries will be under structural adjustment in a few years. implying that economic gains/losses from structural adjustment under an FTA with Japan should be reassessed. In general, it can be summarized that political environment for a Korea-Japan FTA is improved now than past. However, unless Korea become confident about inducing 'a win-win FTA' with Japan, Korea should not resume official negotiation for a FTA with Japan. Also Japan should pay more attention for preparing menus for making a mutually beneficial FTA, rather than pushing the resumption of the negotiation. Otherwise, simple resumption of negotiation will entail another failure in the road of a Japan-Korea FTA.
