최근 WTO를 중심으로 하는 다자주의와 이해관계가 맞는 국가끼리의 지역주의가 혼재하는 세계 통상환경에서, 한국경제의 새로운 정책방향으로서 자유무역협정(FTA)은 매우 중요한 위치를 차지한다. 따라서 FTA의 필요성을 기초로 국내에서도 FTA에 대한 연구가 활발히 이루어지고 있다. 본고는 학술적으로 자유무역의 당위성에도 불구하고 실제로 많은 무역제한이 존재하는 일견 모순적인 실제를 설명하기 위한 기존연구의 연장선에서, 최근 보편화 되고 있는 FTA와 관련 그 분야의 연구에서 상대적으로 미흡한 수준에 머물러 있는 이론부분을 보충하기 위한 것이다. 다만 설정된 기본경제는 실제로 기술격차가 존재하는 한-일간 경제관계를 염두에 두고 모형화하여 현재 양국간 진행 중인 FTA의 정책적 함축성을 찾고자 한다. 본 논문에서는 한-일 양국간 산업의 기술격차가 존재할 때 국가간 기술격차에 따른 무역이득의 불균형적인 분포가 FTA 추진에 장애가 될 여지가 충분함을 이론적으로 논증한다. 또한 양국의 FTA추진에 있어서 중요한 기본방향의 하나로 설정되어 있는 무역이득의 국가간 균형배분이라는 추상적인 원칙을 이론모형에 내생화시켜 두 나라의 무역정책으로 구체화시킨다. 이때 양국의 정책조합의 도출기준은 무역이득의 공평성과 파레토 효율성이다.
Abstract
Recently, the trends of regional integration agreements are prevailing. The resurgence of regionalism has elicited a great number of studies. In Korea in the last few years, a large number of studies have addressed free trade agreement(FTA) issues. Most of them, however, have been empirical rather than theoretical. Despite the deep interests in FTA formation, there is little theoretical research, especially focused on the economic characteristics or relationship among the countries being in negotiations. This paper, therefore, is motivated by this background. To formally analyze the policy implications of Korea-Japan FTA, which is now under negotiation, the analytic model is designed to reflect the Korea-Japan economic relationship.This paper has two major objectives. One is to show the fact that an uneven share of trade benefits due to the technology gap between Korea and Japan can be an obstacle to progress of FTA. The other is to concrete the nonobjective principle regarding the fair distribution of gains from intra-industry trade. That is, it is shown that if Korea and Japan with different technologies have almost equal bargaining powers in bilateral trade negotiations, each of them will be able to gain an even share of trade benefits by restricting the volume of trade.
