한중일 FTA의 가능성과 한계

남북한 간의 갈등구조에도 불구하고, 세계적 차원의 냉전체제가 와해된 만큼 동북아 주요국가 간의 협력문제는 안정적 국제질서를 위해 중요한 과제이며, 한중일 3국 모두 그 필요성을 인식하고 있다. 자주 거론되는 협력구조가 자유무역협정이지만 이는 국내정치적, 사회경제적 안정이나 세계화 흐름 등과 연계되는 것이기 때문에 상당한 정치적 함의를 갖게 된다. 한중일 모두 세계화된 경제구조 속에서 자유무역협정의 필요성을 시인하면서도 결과를 만들어 내지 못하는 이유는 상호이익이 보장되는 경제적 여건이 없기 때문이 아니라, 무역, 관세, 산업구조를 포괄하는 더욱 구체적인 협상방안이 없는데다가 특히 농수산과 서비스 분야의 이질성을 완화하고 역사문제나 영토문제 등을 뛰어넘을 수 있는 정치적 의지가 부족하며, 정치지도자의 정책결단성과 정책신뢰성이라는 요소가 부족함으로 인해 발생한다는 것이다. 따라서, 한중일 FTA를 위해서는 이런 정치적 합의를 창출하고 이를 바탕으로 우선 최소품목별 혹은 분야별로 느슨한 자유무역협정을 시작하거나 현실가능한 한중 혹은 한일 FTA라는 단계별 점진적 접근이 무엇보다도 필요하다.
Abstract
Despite the lingering tensions in Korean peninsula, a tectonic shift in world affairs make regional cooperations in Northeast Asian countries a necessity for a stable international order and viable economic growth. A free trade agreement is a scheme to suit the need, yet it has diverse implications in terms of socio-economic and global impact on domestic politics. Reviewing the interdependency among Korea, China, and Japan, it is argued that a lack of political will seems to be the main reason behind the current status of a trilateral FTA among Korea, China and Japan. Thus there is a need to overcome all the historical and territorial disputes, and to devise a system of concrete negotiations that covers trade, tariffs, industrial structures including agriculture and service sectors. With this political consensus in mind, policy-makers need to devise a preliminary agreement on a feasible cooperative system for the least number of industrial sectors or to develop an elementary level of cooperative system, even with a limited Korea-Japan or Korea-China FTA as a part of incremental development for Northeast regional cooperations.
