이 글은 현재의 금융 시스템이 지역 균형 발전으로의 발전 패러다임의 변화를 효과적으로 지원할 수 있는지 검토하는 것을 목적으로 한다. 지역 균형 발전이 혁신 전략과 낙후 지역의 고용을 창출하는 고용 전략 등을 통해 달성될 수 있다고 볼 때 현재의 한국 금융 시스템은 정비되어야 할 여지가 상당히 있다. 혁신 금융 체제와 관련해서는 창업 초기의 창업자와 투자자 간 정보 문제를 줄이는 제도 설계와 은행 등의 벤처캐피탈 투자 확대 등을 통해 단계적 금융 시스템을 완성할 필요가 이다. 그리고 고용 창출을 위한 지역 개발 금융 체제를 구축하기 위해서 지역재투자법 같이 기본적으로 강제적인 규제 제도이지만 은행도 그로부터 부가적인 편익을 얻을 수 있는 유인부합적인 규제를 우선 도입할 필요가 있다. 그 토대 위에 낙후 지역의 기업들에게 대출 자금과 주식 자금을 제공할 수 있는 지역개발금융회사와 지역개발벤처캐피탈 등의 제도를 도입할 필요가 있다. 특히, 지역재투자법 같은 유인부합적 규제 제도가 지역개발금융기관의 지속 가능한 성장을 위한 최소한의 사회적 규제라는 점은 지역 금융 제도를 설계할 때 유의해야할 경험적 교훈이라 할 수 있다.
Abstract
This paper evaluates that current financial system would support effectively the national strategies for the balanced regional development. We judge the current system to be more advanced to achieve the underdeveloped region through dual strategies such as so-called innovation strategy and employment strategy, alleviating poverty by new job creation. Above all, To conduct the staged financial service for the venture business, it needs more fundamental steps to be taken, firstly, to reduce the information asymmetry at the start-up stage and, secondly, also for the banker to invest in the venture business. Meanwhile, To create new jobs in the underdeveloped region, we should essentially introduce nationwide incentive-compatible regulation system such as CRA in U.S. On the basis of this system, special financial vehicles such as community development venture capital should be activated.
