이 논문은 미국 실물경제 불황의 현황과 원인을 살펴보고 아울러 불황타개를 위한 오바마 정부의 경제정책을 소개하고 평가하는 것을 목적으로 한 시론적 성격의 분석이다. 최근 미국경제를 다룬 연구들이 주로 금융부문에 주목해 금융위기의 원인과 처방에 집중한 반면, 이 글에서는 실물경제의 측면에서 미국의 고용위기와 가계적자 그리고 미국정부의 불황대책을 둘러싼 쟁점에 집중할 것이다. 이를 통해 이 글은 경제위기의 원인이 된 미국경제의 역사적·구조적 조건을 확인하고 또 오바마 정부의 경제정책을 둘러싼 쟁점과 경제이념적 함의를 검토한다. 그것은 뉴딜 이후 반세기에 걸쳐 ‘국가 대 시장’을 양대 축으로 하여 치열하게 진행되어온, 그리고 지금도 진행되고 있는 미국사회 내 정치적·경제적·이념적 지배이념 대립의 작동방식과 지형을 확인하는 작업이라 할 수 있다. 글의 구성은 다음과 같다. 먼저 2장에서는 실물경제 차원에서 진행되는 미국경제의 불황을 고용 관련 지표들을 중심으로 구체적으로 확인한다. 3장에서는 경제위기의 구조적 원인들이 성숙해간 지난 10여간 미국경제의 상황을 실물경제의 중핵인 민간소비, 가계경제 측면에서 검토한다. 이어서 4장에서는 오바마 경제정책의 내용을 소개하고 정책을 둘러싼 중요 쟁점으로서 적자재정 문제를 다룬다. 마지막으로 5장에서는 미국사회의 정치적·이념적 담론지형과의 연관 하에 오바마 경제정책의 의의와 과제를 확인한다.
Abstract
Different from recent studies which deal with financial sectors or financial crisis, this study focus on the recession in the real economy in the U.S. In this study, first of all, I analyze the causes of the recent Great Recession in the U.S. economy looking into the situation and variation of the economic variables such as unemployment, household consumption and government fiscal debts etc. Then I briefly examine the characteristic of Obamanomics with focus on the Stimulus Package and 2010 Fiscal Budget. Third, I investigate the political and social requirements for the Obamanomics to be successful and play a major role in revitalizing the macro economy of the U.S. In this paper, I put an emphasis on the political environments and its change in the U. S. society before and after the economic crisis which, in turn, affects the popularity and performance of the economic policy of the Obama administration(hereafter, Obamanomics). As a conclusion, I add some policy implications with anticipation for future U.S. political environment. The viewpoint of this paper is to interpret the political, ideological implication of economic policy or economic thoughts underlying it. Specifically, I put stress on the issue of ‘commanding heights’ for the economic development strategy. In the history of economic thoughts, the choice between the State and the Market has been competing alternatives to acquire the hegemony of ‘commanding heights.’ Specifically, I interpret the history of the economic policy in the U.S. as the contest between Keynesian Fiscal policy approach and Monetary policy approach since the New Deal era.
