이 글에서는 미국사회 내 정치적, 이념적 지형 속에서 오바마 정부의 경제정책을 살펴본다. 구체적으로 오바마 정부의 경제정책이 미국경제의 어떠한 문제해결을 과제로 하고 있으며 이를 둘러싼 쟁점은 무엇이고 특히 경제정책의 성패에 영향을 미치는 정치적, 이념적 조건들은 어떤 것들인가를 검토한다. 글의 구성 및 주요내용은 다음과 같다. 먼저, 2절에서는 오바마노믹스를 소개한다. 여기서는 일명 ‘Stimulus Package’라 불리는 경기회복정책(American Restoration and Reinvestment Act)과 2010년 예산안을 소개하고, 오바마노믹스를 둘러싼 미국사회 내부의 평가와 쟁점을 살펴본다. 3절에서는 미국 사회의 정치적, 이념적 구도 속에서 오바마노믹스의 역사적 의의와 특징을 검토한다. 이를 통해 1980년대 말 이래 미국사회의 보수주의화 경향에 대응한 민주당의 새로운 전략으로서 오바마노믹스의 위상을 확인한다. 4절에서는 경제위기 이후 시장 만능주의가 퇴조하는 상황에서 미국경제의 구조적 문제를 해결하기 위한 오바마노믹스의 전략과 과제를 다룬다. 5절에서는 ‘국가의 새로운 역할‘의 관점에서 오바마노믹스의 핵심내용을 구성하는 ‘경제정책과 연관된 사회개발정책’이 성과를 내기 위한 조건을 검토한다.
Abstract
This study focuses on the Obamanomics, namely, economic policy of the Obama administration to deal with the economic crisis. The purpose of this paper is to explore the political, ideological atmosphere of the U.S society to analyze the precondition of the success of the policy and to predict the performance. The content of this paper is as follows; First of all, I briefly introduce the Obamanomics, which is composed of three part; policy for the financial sector, Stimulus Package to recover from the Great Recession and policy for the future competitiveness of the U.S. economy. Then, I briefly examine the characteristic of Obamanomics with focus on Stimulus Package and 2010 Fiscal Budget. Third, I investigate the political and social requirements for the Obamanomics to be successful and to play a major role in revitalizing the macro economy. Doing this work, I put an emphasis on the political environments and its change in the U. S. society before and after the economic crisis which, in turn, affects the popularity and performance of the economic policy of the Obama Administration. As a conclusion, I add some policy implications with an anticipation for the future U.S. political, economic environments. The task of this paper is to disclose and interpret the political, ideological implication of economic policy or economic thoughts underlying it. Specifically, I put stress on the issue of ‘commanding heights’ for the economic development strategy. In the history of economic thoughts, the choice between the State and the Market has been competing alternatives to acquire the hegemony of ‘commanding heights’. Specifically, I interpret the history of the economic policy in the U.S. as the contest between Keynesian Fiscal policy approach and Monetary policy approach since the New Deal era.
