본 논문은 2008년 글로벌 금융위기 이후 미국 경제를 세계체제론적 관점에서 전망하고 이를 토대로 미국 민주당 정부의 경제정책의 진행과정과 미국의 진보적 대안을 정치적, 경제적, 사회적 차원에서 분석하고자 한다. 그리하여 본 논문은 첫째, 오바마 행정부 출범 이후 미국 정부는 비교적 성공적으로 2008년 위기를 극복한 것처럼 보이지만 글로벌 불균형으로 불리는 구조적 문제를 해결하지 못하는 한 금융주도 자본주의의 불확실성이 강화되어 미국 헤게모니의 잠식과 세계체제의 위기가 심화될 것이라고 보았다. 둘째, 오바마 행정부의 경제정책은 단기적 금융안정화 정책, 중기적 실물경제 회복 정책, 장기적 구조개혁으로 구성되어 있지만 2008년 경제위기 진화에 집중된 단기정책을 제외하면 중기적, 장기적 정책은 재정위기와 월스트리트를 중심으로 하는 금융자본주의의 저항에 직면하고 있다고 평가한다. 셋째, 이러한 미국의 현 경제 정세 속에서 진보주의자들은 정치적으로 오바마의 풀뿌리 참여주의를 어떻게 계승할 것인가, 경제적으로는 클린턴 시대에도 거부하지 못하였던 신자유주의를 어떻게 극복할 것인가, 사회적으로는 의료보험과 교육개혁을 둘러싼 국내적 저항을 극복하고 사회적 양극화를 어떻게 해소할 수 있을 것인가를 둘러싸고 갈등하고 있다고 진단한다. 마지막으로 진보주의적 대안 내의 갈등은 일국적 요인뿐 아니라 세계체제적 요인을 동시에 고려하여야 해소될 수 있다고 평가한다.
Abstract
The purpose of this article is to analyze economic policy of the Obama administration since the 2008 financial crisis under the view of “World System” and to evaluate the contradictions inside the progressive alternatives in the United States. The first argument is even though the Obama administration seems to overcome the crisis successfully, the administration could not solve the deep level contradiction such as dollar crisis and uncertainty of financial capitalism unless it did solve the global imbalance problems. This will lead to the erosion of the U.S. hegemony and the structural crisis of world economic system. Secondly, economic policies of the Obama administration composed of mid-term policy such as restoration of real economy and long-term policy such as structural renovation of the economy are now facing the resistance from the opposition party even though the opposition party agreed to the short-term policy such as financial stabilization policy. Thirdly, in these economic circumstances, the progressive in the U.S. are diverging inside. How to develop the grass-root community movements in the 44th presidential election is controversial in the political goal. In the economic aspect, how to overcome neoliberalism which could not be overcome even in the Clinton administration is an issue. In the social aspect, how to overcome the internal resistance on medical and education reform and finally to solve the social polarization are critical. To find the answers, the progressive need to understand not only the internal constraints but also external constraints such as erosion of the U.S. hegemony and the crisis of world system.
