이 논문은 정치적 투쟁의 중요성을 강조하는 이론적 흐름에 서서 새로이 출범한 오바마 행정부 초기의 특성을 이해하고자 한다. 즉 경제적 위기에 대한 수동적 반응으로서의 정치가 아니라 각 정치세력들 간의 어떠한 관점과 정치적 리더십이 경제적 정책을 포함한 노선 전반을 구체적으로 결정하는가의 시각을 말한다. 이 논문에서 오바마 행정부의 특성을 이해하기 위해 던지는 가장 포괄적인 질문은 다음과 같이 압축된다. 즉 오바마 시대는 어떠한 정치적 질서의 도래를 의미하는가? 보다 구체적으로는 오바마 행정부는 어떠한 내용의 자유주의 노선을 추구하는가? 이 노선은 어떠한 정치적 동기와 과정 속에서 결정되는가? 오바마 정부의 정치적 작동 양식은 어떠한 특징을 가지는가? 이러한 특성을 이해하기 위해서 이 글은 유사한 자유주의적 정부였던 클린턴 행정부와의 비교의 시각을 주로 취할 것이다. 왜냐하면 이러한 비교를 통해 오바마 시대가 과거 정치적 질서의 연속선상에 있는지 아니면 독특한 새로운 특징들을 형성하고 있는지를 보다 분명하게 인식할 수 있기 때문이다.
Abstract
This article seeks to examine the key features of Obama administration and how it could create and renew the Democratic political order. Employing David Plotke’s post-Marxist theory, by political order I mean a durable mode of organizing and exercising political power. Currently, due to harsh economic crisis, explaining politics as the outcome of economic factors is popular. On the contrary, this paper underscores the causal role of political action and provides the conceptual framework of creating political order. In order to make theoretical sense of Obama administration and grasp its distinctiveness as a new liberal order, this paper make efforts to compare Obama government with previous liberal regime such as Clinton one.
