미국 주류의 입장에서 미국의 기존 패권과 민주주의 체제의 실존적 위협인 트럼프가 어떻게 2024년 대선에서 재선에 성공할 수 있었는가? 본고는 이 질문에 대한, 대침체 이후 미국 체제의 복합 위기와 코로나19 팬데믹 이후 국제 질서의 복합 위기의 틀에서 이번 대선의 최대 쟁점이자 결정적 변수였던 경제(인플레이션)와 이민 문제를 조명하는, 구조적 분석을 시도한다. 본고의 핵심적 주장은 다음과 같다. 대침체 복합 위기 이후 미국 정치는 기존 체제의 틀 안에서 이익을 조정하는 ‘분배의 정치’가 아니라 체제의 경계와 구성원, 기본 틀 자체를 새롭게 규정하는 ‘구성의정치’로 전환되었고, 트럼프의 우파 민중주의, MAGA가 절대적 우위를 지니는 이슈인 경제와 이민 문제가 팬데믹 복합 위기로 인해서 더욱 악화되면서, 트럼프는공화당을 다인종 노동자 정당으로 자리매김하는 선거 연합 재편을 통해서 경합주와 선거인단 득표, 일반 유권자 득표에서 모두 앞서는 완승을 거두며 재선에 성공할 수 있었다.
Abstract
This paper aims to provide a structural analysis of Trump's victory in the 2024 US presidential election by contextualizing Trump's and his MAGA's winning issues of economy(inflation) and immigration in the context of compounding crises of the American system since the Great Recession, and those of the international system since the COVID 19 pandemic. This paper argues that the compounding crises of the Great Recession have transformed the 'distributional politics' of the American system into 'constitutive politics' to reconstitute the very boundaries, membership and ground rules of the American system, and that the compounding crises of the COVID have exacerbated inflation and illegal immigration, and that Trump won his re-election bid by mobilizing widespread and deep resentment against the Biden-Harris administration's failure to deal with inflation and immigration into a new Republican multi-racial working class coalition.
