가치기반의료는 환자 중심의 의료 서비스 제공을 목적으로 하며, 의료의 효율성과 질적 개선을 통해 비용을 절감하고 환자와 의료제공자 양측의 만족도 향상을 추구한다. 이는 공유자원을 통한 의료비용 지출 지속가능성을 증진시키고, 환자의 진정한 건강 회복과 삶의 질 향상을 목표로 하는 본질적인 성과에 대해 보상하는 체계를 구축함으로써, 전체 의료시스템의 가치를 향상시킨다. 본 연구는 가치기반의료의 전반적인 현황을 분석하고, 국내외 법제도 현황 탐색을 통해 한국의 현실에 적합한 정책적 방안을 도출하고자 한다. 본 연구에서는 가치기반의료 도입에 있어 필수적인 구성 요소들에 대한 법제도 현황을 조사한다. 이는 의료기관 네트워크 구축, 의료서비스의 질 평가 기준 마련, 그리고 의료서비스 비용과 질 사이의 상관관계를 평가할 수 있는 지불보상체계의 개편 등을 포함한다. 또한, 의료서비스의 혁신을 위한 환자 정보 공유와 더불어 가치기반의료의 시범사업을 통해 제도적 성과를 도출하고, 충분한 사회적 합의를 이룬 후 본 사업으로 확장하는 방안을 제안한다. 가치기반의료가 제공할 수 있는 구체적인 이점의 효과적인 통합 방안을 모색하며, 이를 지원할 수 있는 법적 기반과 정책적 지침을 제시한다. 연구의 결론 부분에서는 가치기반의료가 의료서비스 제공의 질과 비용, 그리고 환자와 의료진의 만족도에 미치는 영향을 극대화하기 위한 입법적 및 정책적 권장 사항을 제공한다.
Abstract
Value-Based Healthcare (VBHC) aims to provide patient-centered medical services, seeking to enhance efficiency and the quality of healthcare while reducing costs and improving satisfaction. This approach not only focuses on cost-saving but also aims to heighten the satisfaction of both patients and healthcare providers. It enhances the sustainability of healthcare expenditure and constructs a reward system for authentic health recovery and quality of life improvement, thereby uplifting the overall value of the healthcare system. This study conducts an analysis of the current state of VBHC and derives policy measures suitable for South Korea. The research investigates essential components necessary for the implementation of VBHC. It includes the construction of healthcare institution networks, the establishment of quality assessment criteria for medical services, and the reform of the payment system to evaluate the correlation between healthcare service costs and quality. Furthermore, the study highlights that VBHC can be piloted within the existing legal framework in South Korea without the need for significant amendments. Additionally, the necessity and potential benefits of patient information sharing and the introduction of telemedicine for the innovation of healthcare services are explored. Based on the research on the specific benefits provided by VBHC, this study seeks effective integration strategies within the Korean healthcare system and offers legal foundations and policy guidelines to support them. In its conclusion, the study comprehensively analyzes the impact of VBHC on the quality and cost of healthcare service provision and the satisfaction of patients and healthcare professionals. It provides legislative and policy recommendations for a transition towards a sustainable and comprehensive health management service within the Korean healthcare system.
