오횡묵(1834-1906)은 구한말의 관료로서, 지방관 재임시절의 기록이 당시 지방행정의 실제를 보여주는 중요한 사료로 평가받고 있다. 그 가운데 『평택총쇄』는 그의 마지막 부임지인 평택에서 군수로 재임하던 시기인 1902년에서 1906년에 작성된 시문집이다. 본 연구는 『평택총쇄』에 수록된 그의 시작품을 텍스트로 하여 그의 시작 양상의 일면을 고찰한 것이다. 오횡묵이 평택 군수 시절 지은 시는 문집 『총쇄』의 13권과 14권에 실려 있으며, 총 642제 774수에 이른다. 그의 시는 세 가지 양상으로 분류할 수 있다. 첫째, 성실한 목민관으로서 평택의 백성들을 구제하고자 애썼다. 사적인 일보다는 언제나 공무를 우선으로 하는 모습을 일관되게 시에서 보여준다. 둘째, 경승이 없는 범범한 평택에서 경관을 발굴하고 조성하는 데 주력하였다. 부용산 아래 십의대와 일섭원을 개발하였고, 평택을 도연명의 팽택에 비유하며 새로운 경승지로 탈바꿈시켰다. 셋째, 새로운 근대문물에 대한 관료의 시각을 시에서 드러냈다. 특히 철도에 대한 긍정적인 태도를 지니고 관찰하는 모습을 보이는 동시에 공사로 인한 백성들의 어려움에 대한 우려를 시에 담아냈다. 평택에 관한 한시가 많지 않은 상황에서 오횡묵의 시는 평택의 옛 모습을 보여주는 중요한 문학 작품이라 할 수 있다.
Abstract
O Hoeng-muk (1834-1906), a government official during the late Joseon Dynasty, is recognized for his detailed records of local administration during his tenure. Among his works, Pyeongtaek Chongsoe (平澤叢瑣) is a poetry collection composed between 1902 and 1906 during his final appointment as the magistrate of Pyeongtaek. This study examines the poetic themes and characteristics found in Pyeongtaek Chongsoe, focusing on the 642 titles and 774 poems included in Volumes 13 and 14 of his collected works. O’s poetry reflects three distinctive themes. First, as a diligent magistrate, his poems reveal his efforts to alleviate the hardships of Pyeongtaek’s residents, consistently prioritizing public service over personal matters. Second, he focused on discovering and developing scenic spots in Pyeongtaek, a region previously considered lacking in notable landscapes. Through projects like Sip-Ui-Dae and Il-Seop-Won, he reimagined Pyeongtaek, drawing parallels to Tao Yuanming’s Pengze. Third, his poems convey a government official’s perspective on modernization. While expressing a positive attitude toward the advent of railroads, he also voiced concerns about the burdens placed on local communities during their construction. Given the scarcity of poetic records about Pyeongtaek, O’s works offer valuable literary and historical insights into the region’s past, capturing its transformation during a pivotal period.
