This study aims to assess the severity of the deepfake issue, which has emerged as a critical challenge to democracy, and explore multidimensional responses strategies. To achieve this, it first examines the positive and negative impacts of artificial intelligencetechnology on democracy and citizens' fundamental rights while reviewing key relevant studies. Next, it analyzes specific domestic and international cases where deepfakes are abused as tools for manipulating public opinion in political processes, particularly during elections, and discusses the psychological and social ripple effects of such abuse on voters' perceptions and political trust. Finally, it proposes an integrated policy direction to enhance the resilience of democracy in the AI era. This study is expected to contribute to building social consensus on the threats of deepfakes and developing effective policy alternatives.
