Abstract

This article analyzed the prosecution materials prepared by Ishikawa Nobushige. He was a public prosecutor belonged to Hamheung District Court. The prosecutionmaterials was first disclosed by The Center for Historical Truth and Justice in 2010. This article is the first study about the prosecution materials. The goal is to findout new research tasks through basic theorems of data. In 1908 ishikawa was appointed to public prosecutor belonged to JapaneseResident-General of Korea. In 1919, while working for the Hamheung District Court,he repressed March First Movement participants. A total of 115 event items areincluded in prosecution materials. The basic form is divided into three parts, thecase title, the content of the indictment, the applicable law and the sentence. Whatis characteristic here is the third part. In the prosecution stage, it seems that theapplicable law and sentence were presented beforehand. Especially sentences writtenin symbols have been changed. It shows the possibility that the sentence wascoordinated at the prosecution stage. 22 of the prosecution materials include various tables in addition to the basicform. Through tables, the level of each participant is classified into 'ringleader /conspirator / executor / instigated person' and confirms whether or not violenceis exercised or confession. Also, figures other than the total of 550 indictmentslisted on the Prosecution Materials List appear in this document. There are 138names and behavior written on 6 of the prosecution materials for stay of prosecution,interrupting prosecution, and non-prosecution. This will allow us to review the criteria by which Japanese jurisdiction decided on charges and sentences. The prosecution materials are very intimate data. It would be a material tounderstand the structure and conduct of the colonial bureaucracy who was tryingto punish March First Movement. On the other hand, there is a clear purpose ofprosecuting the case, so caution is required to read the materials. Prosecution datais very clear and neatly summarizing the contents of individual cases, The researchersfacing these materials should strive to reach the historical truth while keeping inmind the politics of the data.
