Abstract

This study empirically examines the impact of China’s religious policy changes on the Christian mission environment during the Xi Jinping era through a comparative analysis of the Implementation Rules for the Regulation on Religious Activities of Foreigners in the People’s Republic of China between 2010 and 2025. The research methodology employs systematic comparative analysis of legal provisions alongside missiological interpretation. The analysis reveals that the 2025 revised Implementation Rules demonstrate a fundamental paradigmatic shift from open-type management to control-type management through a 72.7% increase in articles, introduction of a five-chapter system, and 37.5% expansion of prohibited clauses. Particularly significant are the establishment of an independent management system for collective religious activities, introduction of convener and commitment letter systems, prohibition of religious extremism, and blocking of internet religious activities as new institutional mechanisms. These changes have multilayered impacts on Christian mission. Strengthened legal restrictions on traditional missionary activities, fundamental disruption of religious inter actions between foreigners and Chinese citizens, prohibition of religious education and discipleship activities, and blocking of digital mission platforms necessitate fundamental reexamination of mission methodology. Simultaneously, the pressure of religious sinicization poses theological challenges to Christianity’s exclusive truth claims and the universality of the Gospel. However, these restrictions do not necessarily signify the end of Mission. From the theological perspective of Missio Dei, even under political constraints, God’s sovereign work continues and can provide new opportunities for strengthening Chinese church independence and developing indigenous Christianity. This study proposes the necessity of contextualized mission strategies in the changing mission environment, offering theological and practical insights for developing creative and sustainable mission methodologies under institutional limitations.
