군선교 활성화를 위한 정책 수립에 관한 연구- 대한예수교장로회총회(합동)의 역할과 전략을 중심으로

본 연구는 한국교회의 전략적 선교 영역 중 하나인 군선교의 현황과 도전 과제를 진단하고, 대한예수교장로회 합동 교단(이하 예장 합동)의 역할과 정책 수립을 통해 군선교의 활성화 방안을 제안하는 데 목적이 있다. 한국의 군선교는 6·25 전쟁을 기점으로 제도화되어 발전해 왔으며, 특히 징병제를 배경으로 청년 복음화와 교회 성장의 중요한 통로로 기능해 왔다. 그러나 최근 병역 자원의 감소, 탈종교화, 병영문화의 변화, 군종목사 수급의 불균형 등으로 인해 다층적 위기를 겪고 있다. 이에 본 논문은 예장 합동 교단의 조직적, 신학적 기반 위에서 군선교 활성화를 위한 전략을 다음 세 가지 축으로 제안한다. 첫째, 군선교사의 제도화를 통해 사역의 신학적 정체성과 제도적 권위를 확보하고, 교단 내 공적 사역으로 통합할 수 있는 인증 및 관리 시스템을 마련한다. 둘째, 지역 교회 연계 모델 구축을 통해 군부대와 지역 교회 간의 상시적 협력 구조를 확보하며, 사역의 연속성과 실천성을 강화한다. 셋째, 군입대 전 청년선교사 훈련 프로그램을 개발하여 군 복무를 복음적 소명으로 인식할 수 있는 신학적, 문화적, 실천적 교육을 사전에 제공함으로써 청년 사역의 전환을 유도한다. 그러므로 이 연구는 군선교를 교단 차원의 전략적 선교 영역으로 자리매김하고, 신학과 정책, 사역이 통합된 실행 가능한 모델을 제안함으로써, 군 복음화 운동의 지속 가능성과 다음 세대 복음화를 위한 실천적 기초를 마련하는 데 학문적 기여를 시도한다. 특히 본 연구는 예장 합동 교단이 가진 신학적 정체성과 전국적 교세, 그리고 총신대학교를 중심으로 한 목회자 훈련 체계라는 고유한 자산을 활용하여, 타 교단과 구별되는 전략적 군선교 모델을 제시한다.
Abstract
This study aims to examine the current status and chal lenges of military missions, one of the strategic mission fields of the Korean church, and to propose revitalization strategies through the role and policy formulation of the General Assem bly of the Presbyterian Church in Korea (Hapdong). Military missions in Korea have been institutionalized since the Korean War and have served as a crucial avenue for youth evangelism and church growth, particularly within the context of manda tory conscription. However, in recent years, this ministry has faced multifaceted crises due to declining conscription resourc es, increasing secularization, shifting military culture, and imbalances in the recruitment of military chaplains. Against this backdrop, the study proposes a threefold strategy for re vitalizing military missions based on the organizational and theological foundation of the Hapdong denomination. First, the institutionalization of military missionaries is necessary to se cure the theological identity and institutional authority of their ministry, and to integrate it into the denomination’s official ministerial system through the establishment of a certification and management system. Second, building a cooperative model between military units and local churches is essential to es tablish a sustainable and practical framework of collaboration, thereby enhancing the continuity and effectiveness of military mission efforts. Third, the development of a pre-conscription missionary training program for young adults is proposed, providing theological, cultural, and practical formation that helps reframe military service as a missional vocation rather than a period of spiritual void. Accordingly, this research seeks to reposition military mission as a strategic domain of denom inational missions, offering an integrated and actionable model combining theology, policy, and practice. In doing so, it aims to contribute to the academic discourse by laying a practical foundation for the sustainability of military evangelism and the evangelization of the next generation. In particular, this study presents a strategic model of military mission that is distin guished from other denominations by utilizing the Presbyteri an Church in Korea (Hapdong)’s unique assets-its theological identity, nationwide church membership, and the ministerial training system centered on Chongshin University.
