탈냉전 이후 세계화와 함께 정치 경제적 가치의 틀로서 신자유주의는 피할 수 없는 시대적 조류로 부각되었다. 그런데 미국에서 시작된 서브프라임 모기지(subprime mortgage)로 촉발된 금융위기가 미국을 뛰어 넘어 세계 정치경제지형에 막대한 파급효과를 미치고 있다. 이러한 경제위기 상황은 신자유주의적 글로벌 자본주의 시대의 금융주도 축척체제에 심각한 의문을 제기하고 있다. 신자유주의는 역사적 계기 속에서 태동하고 성장하였다. 말하자면 신자유주의의 등장은 역사적 상황과 조건 하에서 작용-반작용식으로 만들어진 것이다. 결국 오늘날의 경제위기 상황은 신자유주의적 세계화 패러다임의 문제점이 다시 결정적으로 부각된 중요한 계기인 것으로 비쳐진다. 이러한 역사적 정ㆍ반ㆍ합의 문제의식을 바탕으로 본 연구에서는 세계적 금융위기의 속성적 측면에 대해 천착해본다. 이를 위해서 신자유주의의 등장의 역사적 맥락을 살펴보고, 신자유주의가 추구하고 투사하려는 정책정향의 준거를 탐색한다. 이를 바탕으로 신자유주의적 변환에 대한 비판적 논거를 추출해보고, 신자유주의에 대한 또 다른 대안적 측면들을 중점적으로 탐색해본다. 이를테면, 미국의 경제적 영향력이나 권위가 약화되는 가운데, 서구 중심적 금융시스템에 대한 재조절, 글로벌 거버넌스를 바탕으로 한 새로운 조율양식의 탐색, 시장만능의 기제에서 벗어난 국가와 시장 간의 균형점 모색 등이 요청된다고 할 것이다.
Abstract
After the cold war this sense of the word 'neoliberal globalization' is widely used in the world. The terms globalization and neoliberalism are used as if they were interchangeable. Neoliberalism is a set of political and economic policies that have become widespread. Neoliberalism is usually used for global market -liberalism and for free-trade policies. However, The financial crisis of the world began in 2007 when a loss of confidence by investors in the value of securitized mortgages in the United States resulted in the critical moment of neoliberalism. This paper explores characteristics proposed for the economic crisis, inquires into the historical thesis-antithesis-synthesis context of neoliberalism and analyzes a basis upon policy aim which neoliberalism try to seek for. Accordingly This article searches for clues of critical ground about neoliberal transition. Critics of neoliberalism examine the political foundations of the neoliberal project as well as its economic foundations. And then, preponderantly makes a study of another alternatives of neoliberalism.
