이 논문은 박근혜 정부 3년차에 즈음하여 증세 없는 복지와 선택적 복지 및 관련 조세정책에 대한 유권자의 태도를 조사한다. 여기에서는 박근혜 정부가 출범한 지 꼭 2년이 되는 2015년 2월에 실시되었던 한 설문조사자료를 통계적으로 분석한다. 일반적으로 개인의 복지태도에 영향을 주는 요인은 자기이익의 극대화, 계급성, 그리고 사회적 연대의식 등 세 가지가 있다. 여기에서는 다른 무엇보다 자기이익의 극대화라는 이른바 경제적 인간 모델에 기초하여 박근혜 정부 3년 차에 보이는 유권자의 복지태도를 통계적으로 살펴본다. 그 결과 이 논문에서는 먼저 한국의 유권자가 대체로 박근혜 정부의 증세 없는 복지라는 공약과 복지관련 조세정책에 대하여 불만족하고 있다고 확인한다. 그 다음으로 이 논문에서는 한국의 복지태도가 개인의 자기이익의 추구라는 요인에 영향을 받는다는 증거를 발견한다.
Abstract
This essay evaluates the individual’s attitudes towards the Park Administration’s welfare policies and related tax policies in 2015. This study employs a survey data set assembled in February 2015, exactly two years after the inauguration in office. Generally speaking, the factors that have impacts on the individual’s welfare attitudes are the individual’s self interests, class, and social norms and values. Based on the Homo ecomicus model, this research statistically tests the hypothesis that the self interests have shaped individual’s attitudes towards the Park Administration’s welfare policies. As a result, this study finds that Koreans appear not to be satisfied with the Park Administration’s welfare policies. In addition, individual’s welfare attitudes are likely to be affected by her own self interests in Korea.
