한국인의 복지태도 불일치에 대한 탐색적 연구：복지지출과 증세에 대한 태도불일치를 중심으로

이 연구는 정부의 복지비 지출과 그를 위한 증세문제를 두고 한국사회에서 발생하는 태도불일치를 다룬 것이다. 연구의 초점은 이러한 태도의 불일치가 존재하는지, 존재한다면 어떠한 불일치가 얼마나 존재하며, 또한 그것이 우리사회에 어떻게 구조화되어 있는지를 밝히는데 있다. 분석결과 복지비용회피적 불일치 성향을 보이는 계층이 약 30%에 달하며, 복지비용지지적 불일치 성향을 보이는 계층도 약 20% 존재하는 것을 확인할 수 있었다. 특별히 복지비용회피적 불일치 성향은 정부의 복지비 지출을 감소해야 한다는 계층보다, 증가해야 한다고 보는 계층에서 3배 이상 높았다. 한편, 정책영역별로 차이는 있지만, 전반적으로 복지비용회피적 불일치 반응을 보일 확률은 여성과 저연령, 저소득, 대학원미만 학력, 그리고 비상용직 계층에서 높았으며, 세금부과가 공평하다고 여기는 계층과 보수주의 정치성향을 가진 계층에서 높았다. 반대로 남성과 고연령, 대학원 이상, 상용직, 그리고 세금부과가 불공평하다고 여기는 계층과 잔여복지를 선호하는 계층, 진보성향의 계층과 정부의 복지정책을 긍정적으로 평가하는 계층에서 복지비용지지적 불일치가 발생할 확률이 높았다.
Abstract
This research deals with the Korean’s inconsistent attitudes on social welfare spending and tax burden. In particular, research focus on whether there is an inconsistency in welfare attitudes, how large is it, and how is structured in our society. The results were as follows. First, we find that approximately 30% of those surveyed are unwilling to pay more taxes for more welfare spending. This avoidant attitude is more than three times higher in expansion than reduction of public spending. Second, the probability for tax avoidance in general is higher in groups such as female, under 35 years, less than 50% of median income, and non-regular worker. Also this probability is high in groups who think themselves as conservatives and taxes are fair. Third, the probability for tax backing is higher in groups such as male, older people, masters or higher, and regular worker. And this probability is high in groups who think themselves as progressives, that taxes are unfair, prefer residual welfare system to institutional, and positively evaluate the welfare policy of government.
