Abstract
This study asks what specific historical conditions have influenced the prolonged underdevelopment of the organized and politicized class-cleavages despite the serious inequalities in many late democratization countries such as South Korea. To answer this question, this paper reconstructed the theories established by the comparative-historical studies in the Lipset-Rokann tradition from the perspective of the timings and sequences of the modernization processes, and then tried to formulate the particular relationships between the specific paths of modernization and the underdevelopment of class-cleavages in late democratization societies. The main arguments are as follows. First, in Western Europe, the advancement of the working-class organizations and the mass-bases of workers’ parties as a result of industrialization was followed by the stabilization of the cleavage-based party systems in electoral democracy, whereas in many late democratization societies, the election politics became full-fledged as the working class was still immature, such that the clientelistic and/or personalized forces became hegemonic in electoral competitions. Second, in a country where democracy has been maintained without long interruptions, a new cleavage was added to the cleavage structures formed in the previous period, whereas in the late democratization countries with authoritarian past, the party systems could not be stabilized and the conflict lines of democratic vs. anti-democratic forces continued to influence the structure of political competition even after the end of the authoritarian rule. Third, in some late-democratization countries, the formation of class-cleavages not only started much later than in Western Europe, but also was challenged by contemporary trends that weakened the pre-existing cleavages in Western Europe such as post-industrialization, individualization, the coming of the information society, etc. In conclusion, this paper suggests that the Western European paths to the formation of class-cleavages cannot be repeated in the late democratization societies, and that more attention should be paid to a new path of political articulation of multi-class alliance by means of exploiting the potentials provided by the dynamics of electoral politics and civil society.
