‘노동자 정치세력화’를 넘어서 좌파 계급정치 : 87년 민주화 이행 이후 노동정치 평가와 2024년 총선 이후 계급정치의 가능성

이 글은 87년 민주화이행 이후 민주주의하에서 노동정치에 대한 문제를 제기하면서, 비과학적이고 모호할 뿐 아니라 계급성을 담지 못하는 기존의 ‘노동자 정치세력화’ 개념을 폐기하고 ‘노동계급정치’라는 개념으로 대체할 것을 주장하며, 정치운동전략으로서 계급적 노조운동과 좌파의 조직적 정치적 결합을 제시하고 있다. 그동안 노동자 정치세력화의 과정은, 첫째 ‘민주’와 ‘진보’, 그리고 ‘좌파’의 3가지 분파개념들의 모호한 연합과 중첩 속에서 정작 ‘좌파’의 개념 및 주체는 축소 삭제되고있고, 둘째 정치세력화를 주도한 민주노조운동은 ‘노동자 정치세력화’라는 이름하에의회주의와 조합주의를 결합한 흐름으로 일관하였으며, 마지막으로 이로 인해 노동계급의 조직화로서 노조와 계급적 노조운동을 견인하는 지도력으로서 좌파의 결합이 미약한 가운데 ‘계급형성’이란 과제는 갈수록 상실되었다. 노동자 정치세력화는사실상 ‘노조의 정치세력화(즉 현존 조직노동의 정치세력화)’와 등식화되었고, 이는현존 민주노조운동의 성격과 한계를 그대로 안고 있었으며, 계급보다 ‘노동자’ 를 강조하면서 계급적 정치적으로 자유주의 정치로부터 독자성을 정확히 담보할 수 있는프레임이 아니었다. 2024년부터 이어지는 선거의 해를 앞두고, 노동자 정치세력화라는 이름하에 자유주의 세력인 민주당 외부에 ‘노조’가 주도하는 진보연합정당을만들어 제2의 민주노동당을 재연하는 것으로 그칠 것이 아니라 좌파계급정치라는개념 아래 정치적 실천을 구체화할 때에야 자유주의 헤게모니로부터 독립이라는 목표를 실현할 수 있을 것이다. 이 글은 자본주의적 민주주의와 노동계급의 정당정치에 대한 비교사적 시각과 이론적 검토를 통해서 노조정당과 좌파정당이라는 두 역사적인 유형을 구분하고 19세기 부르주아민주주의혁명과 20세기 민주화이행의 역사적인 경로에 대한 분석을 제시한 후, 한국의 이행 이후 노동자 정치세력화 과정에대해 비판하고 있다. 결론적으로 한국은 이행 이후 좌파와 노동의 결합이라는 의미에서 노동계급정치가 제대로 구현되어본 적이 없으며, 그것은 현시점에서 ‘노동자정치세력화’라는 노조중심 정치전략을 기각하고 좌파중심 계급정치의 분리 정립 및가동을 통해서 시작될 수 있다.
Abstract
This article raises the issue of workers' political empowerment and/or labor politics in the democratic polity after the year 1987 democratic transition in South Korea, and suggests to reject the concept of workers’ political empowerment, which is not only unscientific and ambiguous, but also fails to contain the class perspective and direction, and to adopt the concept and strategy of ‘working class politics’. That is, systematic connection between class union movement and the left ideology should be pursued. Looking into the historical trajectory of workers’ political empowerment project, the concept of the ‘leftist’ has become weak or disappearing in the midst of a dubious nexus and overlapping of ‘the democratic’, ‘the progressive’, and the ‘leftist’. The democratic union movement since mid 1990s has persisted to realize the workers’ political empowerment strategy based on ambiguous embracing of parliamentarianism and unionism, and as the consequence, the task of ‘class formation’ has been lost somewhere. Therefore, in the course of ‘election years‘ from 2024 to 2027, the working class politics should not be just a re-enactment of the second Democratic Labor Party by re-creating a kind of progressive coalition party outside the liberal (Democratic Party), The task of independence from liberal politics and liberal hegemony would also be a feasible goal only when the frame and strategy of worker’s political empowerment is discarded and the direction towards ‘leftist class politics’ is clearly embodied. This is not only because the political empowerment of workers means only the political empowerment of organized labor, and it has just re-enacted the characteristics and limitations of existing organized labor. But also because it is not a suitable frame that can accurately guarantee the independence from liberal politics in that it is a concept, which is de-ideological and class-insensitive. In conclusion, there has never been a working class politics as a combination of the leftist and labor unions since the democratic transition in 1987, and it can only be started through the immediate rejection of the union-centered political strategy of workers’ political empowerment and instead, realizaing leftist-centered working class politics in Korea.
