The purpose of this study is to critically examine the linguistic facts that acted to define as idiomatic orthography in Korean loanword orthography. Currently, the orthography only stipulates that "the scope and usage of (the idiomatic notation) are separately determined" for defining idiomatic notation. These ambiguous expressions produce unnecessary misunderstandings for the public. In this study, I tried to systematically classify the factors that influenced idiomatic orthography. In addition, from a normative literacy point of view, I tried to propose a policy plan to promote the public's persuasive power over idiomatic notation and to have normative systematicity. To this end, this study selected foreign idiomatic name and inductively analyzed the factors that influenced its orthography. As a result, I was able to classify the criteria into seven categories, and based on this, I sought effective improvement measures according to each standard. This study is significant in that it has suggested specific measures to promote the systematicity of foreign idiomatic notation, which has only been partially discussed so far. These efforts are essential to cultivate literacy of the people. Through this, it will be possible to gradually improve the language attitude of the tongues toward Korean loanword orthography.
