본 연구는 2015년 「자원의 절약과 재활용 촉진에 관한 법률」 개정에 따라 개선된 빈용기보증금 제도의 효과를 평가하는 데에 주된 목적을 두었다. 이를 위해 본 연구는 단절적 시계열 분석 방법을 사용하여 빈용기보증금 인상을 중심으로 한 제도개선이 의도한 바대로 빈용기 반환을 증가시켰는지를 분석하였다. 분석결과는 제도개선이 빈용기 반환 촉진에 일정부분 기여하였음을 뒷받침하였다. 특히 보증금 인상에 따라 소비자들의 소주병 반환이 유의하게 증가한 것으로 나타났으며, 가정용 빈용기 역시 반환율이 유의하게 증가한 것으로 분석되었다. 이러한 결과들은 그 동안 상대적으로 미진했던 가정용 빈용기의 관리 및 반환 상황이 개선되었다는 점을 보여주며, 이로써 보증금 인상이 소비자들의 자원재활용 노력을 향상시킨 것으로 평가할 수 있다.
Abstract
This study was mainly intended to evaluate the effectiveness of the container deposit system reform in South Korea in accordance with the amendment of the Act on the Promotion of Saving and Recycling of Resources in 2015. For this, the study analyzed whether the reform increased the return rate of empty bottle, as intended, using the interrupted time series analysis method. The results supported that the reform contributed to promoting the return of empty containers. In particular, the return of Soju bottles and the household return of bottles increased statistically significantly. These results showed the improvement of the management and return of household containers. This, in turn, implies the effectiveness of the reform in improving the resource recycling efforts of consumers.
