한국과 대만의 대학-기업 간 산학협력 비교 연구 - 삼성(SAMSUNG)과 TSMC 반도체 산업을 중심으로 -

이 연구는 세계적인 반도체 기업을 보유한 두 국가인 한국과 대만의 반도체 산학 협력의 특징을 비교하기 위해 수행되었다. 정부-기업-대학의 연계성을 강조하는 트리플헬릭스 모델(Triple-Helix Model)에 기반하여, 두 국가의 산학협력 유형을 관계적 측면과 내용적 측면으로 나누어 분석하였다. 연구 결과, 한국은 ‘기업주도형’ 및 ‘인력양성형’의 산학협력이 나타났으며, 대만은 ‘정부주도형’ 및 ‘종합형’의 산학협력이 나타나는 것으로 확인되었다. 이는 곧 대만과 한국이 주력하고 있는 반도체 산업의 세부 유형이 한국은 ‘시스템 반도체’, 대만은 ‘파운드리’ 기반이라는 차이점과 한국과 대만의 정치·경제·사회·역사적 배경의 차이에서 기인하는 것으로 해석할 수 있다. 정부가 주도적으로 반도체 산업을 개척하는 대만의 산학협력과 한국의 산학협력을 비교하고, 대만 반도체 산업의 성장 요인을 파악함으로써, 전략적인 산업의 발전을 위해서 필요한 대학, 기업 및 정부의 역할에 유의미한 시사점을 줄 것으로 보인다.
Abstract
This study aims to compare the characteristics of university-industry collaboration in the semiconductor industries between South Korea and Taiwan, which are known for their world-leading semiconductor companies. Based on the Triple Helix Model that emphasizes the linkages between government, business, and universities, this research analyzed the types of industry-academia cooperation in both countries from relational and content perspectives. The research findings indicated that South Korea exhibits a "corporate-led" industry-academia collaboration model, whereas Taiwan demonstrates a "government-led" model. This divergence can be interpreted as a result of the differences in the specific area of focus of the semiconductor industry in each country: South Korea specializing in system semiconductor and Taiwan in foundry, as well as the variations in political, economic, social, and historical contexts of the two countries. This study also includes analyzes on Taiwan’s semiconductor industry growth and provides meaningful implications for the roles of universities, companies, and the government in this strategic industry by comparing industry-academia collaboration in South Korea and Taiwan.
