Abstract

In this study, we analyze Taiwan’s foundry competitiveness using a modified version of Porter’s Diamond Model, which incorporates international relations and government policy. The analysis reveals that Taiwan exhibits strong competitiveness across all elements of the model: factor conditions, demand conditions, related and supporting industries, and firm strategy, structure, and rivalry. This high level of competitiveness suggests that areas with initially weak domestic conditions were enhanced through international collaboration or supplemented by government support. For example, despite Taiwan's geopolitical vulnerabilities and earthquake-prone environment, the government promoted earthquake-resistant design and provided necessary resources to ensure uninterrupted semiconductor manufacturing. Among all the factors, government policy emerged as the most critical contributor to Taiwan's foundry competitiveness. It is no exaggeration to say that consistent and comprehensive government support—in technology, funding, and infrastructure—from the inception of the semiconductor industry to the present has played a pivotal role in building the global strength of Taiwan’s foundries. Therefore, to enhance the competitiveness of Korean foundries, companies must actively pursue international cooperation to compensate for existing weaknesses, while the government should implement proactive, targeted support policies aligned with industry needs.
