Abstract

The purpose of this study is how conditional grants affect total expenditure and the expenditures of policy type for the type of local government. The analysis period is from 2008 to 2016. The Dynamic System GMM analysis results are as follows. First, The total expenditure and expenditures of policy type are rejected by the Fungibility hypothesis and the reverse Fungibility hypothesis in special metropolitan, metropolitan, provincial governments and city governments. This results can be inferred that some of the grants are not converted to their own resources and don't decrease or abolish the expenditure of their own projects. Second, The total expenditure is supported by the Fungibility hypothesis in county governments. The result inferred that some of the grant are converted to its own resources and are increased the spending of their own projects. But total expenditure and all expenditures of policy type are rejected by the reverse Fungibility hypothesis. Third, The total expenditure, the expenditure of development policy and allocation policy are supported by the Fungibility hypothesis in district governments. The result inferred that some of the grant are converted to their own resource and are increased the spending of their own projects. But The total expenditure and all types of policy expenditure are rejected by the reverse Fungibility hypothesis.
