지방자치단체의 국고보조사업지출액과 fungibility의 비선형성 분석

본 연구의 목적은 지방자치단체의 국고보조사업 지출액 수준과 fungibility 크기 간 관계의 실증적 분석에 있다. 분석대상 및 기간은 2002년에서 2007년 사이의 250개 지방자치단체 일반회계 국고보조금으로 국고보조금의 가시성 및 fungibility기회 그리고 fungibility유인 간 함수관계를 도출한 후 이들관 관계를 패널회귀 및 분위회귀(Quantile Regression)를 통해 분석을 수행하였다. 패널분석결과 지방자치단체의 국고보조금 fungibility현상은 거의 없는 것으로 나타났으나 분위회귀분석결과 국고보조사업 지출액 수준(크기)에 따라 fungibility정도가 달라지는 것으로 나타났다. 특히 국고보조사업 지출액이 매우 크거나 작은 경우에 비해 중간정도의 지출액 수준에서 지방자치단체의 fungibility계수의 변곡점이 존재하는 빈도가 높은 것으로 나타나고 있다. 동 결과는 이론적 관점에서 볼 때 분석기간 동안 국고보조사업 지출액이 매우 크거나 작은 자치단체에 비해 중간정도의 국고보조사업 지출액 수준을 보이는 지방자치단체에 교부된 국고보조금의 배분적 효율성이 상대적으로 높게 나타난 것으로 해석할 수 있다. 아울러 분권교부세가 신설된 2005년 이후에는 국고보조사업 지출액의 차이에도 불구하고 일관되게 fungibility 계수가 낮게 나타나고 있어 국고보조금의 일반보조금화 현상이 국고보조금의 배분적 효율성 증대에 영향을 미쳤을 가능성 또한 존재하는 것으로 나타나고 있다.
Abstract
The aim of this study is to test non-linear-changes of local government's fungibility along the expenditure level of specific grants. The unit of analysis is general account of specific grants on 250 local governments during 2002~ 2007. Analysis model is drawn from the function composed of visibility of national grants, opportunity of fungibility, and fungibility incentives. Analysis results with Panel and Quantile regression are as follows. First, fungibility coefficient is almost zero at overall level. Second, the fungibility coefficients are fluctuated according to the expenditure, and inflection points appear frequently in the scope of middle quantile. Third, the fungibility coefficients are small consistently, since introduction of grant of decentralization subsidies (GDS), which is likely that the attribution of GDS having both characters of general and specific grants could affect the distributional efficiency of national grants through local government’s incentive change of fungibility.
