Abstract
The advancement of technology in cyberspace is fundamentally transforming the nature of threats posed by both state and non state actors. The proliferation of encrypted networks is creating a new environment that traditional security systems struggle to address. Recently, North Korea’s state-sponsored cyber activities have evolved beyond simple hacking to encompass a range of strategic objectives, including foreign currency generation, intelligence gathering, and industrial technology theft, emerging as a significant threat to the international community. In particular, North Korea is leveraging cryptocurrency-based ecosystems and anonymization technologies to circumvent sanctions and expand its operational reach. Simultaneously, the technologies and tools developed in this process are increasingly likely to unintentionally spread to non-state actors through gray markets. Although direct evidence of cooperation between North Korea and terrorist organizations remains limited, the UN Security Council’s expert panel has warned that some of North Korea’s attack tools and malware variants are repeatedly found on international black markets and the dark web. This suggests that, regardless of North Korea’s intentions, encrypted environments provide structural conditions that conceal technology transfer pathways and enhance the attack capabilities of non state actors. Therefore, assessing how North Korea’s cyber strategy might interact with non state actors especially terrorist groups in the future, and establishing international monitoring, cooperation frameworks, and response strategies will be essential tasks in an increasingly complex cyber threat landscape.
