맥거번-프레이져 개혁방식에 따라 선출대의원들이 선출한 대선후보가 대선에서 패배하자 이에 대한 비판과 제도의 변화를 모색해야 한다는 주장을 받아들인 것이다. 선출대의원들이 정당지지자들의 의사를 제대로 반영할 수 없다는 주장도 당시의 상황으로는 무시할 수 없었다. 이에 따라 정치적 경륜이 높은 정당간부들이 민주당 지지자들의 성향을 보다 잘 읽을 수 있기 때문에 대의원 가운데 이들 정당간부들의 비율을 높이는 방향으로 새로운 제도변화가 일어난 것이다(Cook 1982, 127).이에 대하여 상위대의원 제도가 비민주적이라는 비판과 수를 줄여야 한다는 요구가 있었지만 받아들여지지 않았다. 오히려 1984년에 상위대의원의 비율이 14%에서 1996년에는 18%로 증가하였다. 이같이 상위대위원의 영향력을 증대시키는 이유는 정당에 대한 모든 참여자들에게 동일한 권한을 부여하는 것이 후보공천에 최선은 아니라는 판단에서 따른 것이다.
Abstract
Jeong-jin Lee, Hyeon-Woo LeeRules of primary elections have been changed. Influence of party identifiers has increased according to expansion of the right to vote. McGovern-Fraser Reform in the Democratic Party in 1972 contributed to improvement of representativeness of the minorities. The goal of Hunt Reform in 1982 was to increase influence of party leaders on primary election through superdelegates. The Democratic Party showed more active attitude toward electoral reforms than the Republican Party because the former lost more times than the latter in presidential elections. However, The Republican Party should response to the change of state law of primary election. The system of primary election as special feature of American politics is considers as the one of the best way to reflect the opinion of rank and files. On the other hand, it brings a few negative results: front-loading, excessive influence of mass-media, low turnout rate and campaign money.
