Abstract

The recent fading of electoral caucuses, plainly visible in 2020, has several nuanced implications on American democracy. First, it may signal some alleviation in party polarization, but may signify a transformation of partisan battles into a nationwide total war. Second, the rise of primaries in substitution for caucuses increases the number of participants, although it has more ambivalent effects in regard to the values of representativeness, diversity, and action-involving citizenship. Third, the growing defection from the conventional caucuses, in which free discussions and open voting are the norm, helps to reduce rigid factional confrontations, but gets rid of the opportunities for civic education to practice deliberative democracy. Fourth, the substitution of state-run primaries for party-run caucuses may better systematize the candidate nomination process, while further igniting political fights over the methods of early voting, mail voting, and online voting, and also brewing suspicion in the integrity of electoral process. The complex faces of American democracy, implied in the dwindling presence of caucuses, sends comparative lessons to other countries, including South Korea, eager to open up the process of electoral candidate nominations.
