이 글은 대통령 후보를 선출하는 방식의 일환으로 우리 정치 실정에 맞는 ‘한국형 오픈 프라이머리’를 정착시키기 위한 방안에 대해 고찰할 것이다. 이를 위해 우선, 100여 년 전에 오픈 프라이머리를 도입해서 이를 성공적으로 운용하고 있는 미국의 예비선거제도(primary)를고찰한다. 즉, 미국 예비선거 제도의 역사적 변천 과정과 절차 및 운영에 대한 심층적 논의를 통해 한국에서 오픈 프라이머리 제도를 도입할 경우, 어떻게 우리 실정에 맞게 추진될 수 있는지에 대해 고찰한다. 또한, 한국형 오픈 프라이머리가 채택될 경우, 정치 개혁의 측면에서 어떤 정치 효과를 기대할 수 있는지에 대해서도 고찰한다. 한국에서 미국과 같은 형태의 오픈 프라이머리를 채택할 경우, 고려해야 할사항을 고찰해 보면 다음과 같다. 첫째, 한국 정당들이 오픈 프라이머리를 채택한다면 가장 중요한 전제조건은 선거인단 규모를 대폭적으로 개방하는 것이다. 둘째, 선거인단 규모가 완전 개방되면 경선방식이 폐쇄형이든 개방형이든 후보선출을 예비선거와 전당대회라는2단계 방식을 채택하는 것이 바람직하다. 셋째, 2단계 방식을 채택한다면 정당의 정체성을 제고시키고 정당 지도부의 영향력을 어느 정도 인정해 주기 위해서라도 전당대회에서는 미국 양대 정당이 채택하고 있는 특별대의원 제도를 도입하는 것이 바람직하다. 넷째, 한국정당이 채택한 예비선거가 본선에서 경쟁력을 갖춘 후보를 선출하고정권창출을 가능성을 높이기 위해서는 향후에 미국 정당들이 채택하고 있는 역대 대선 득표율을 기반으로 지역별 대의원 보너스 제도또는 지역별로 대의원 할당에 차별을 두는 방식을 채택할 필요가 있다. 다섯째, 후보 선출의 투명성을 높이고 예측 가능한 정치와 경선부작용을 최소화하기 위해서라도 경선 시기를 사전에 미리 정하고,경선에 관한 규칙도 조기에 확정하도록 해야 한다. 여섯째, 오픈 프라이머리가 도입되어 제대로 정착되기 위해서는 지속적인 관심과 제도 개선 노력이 필요하다. 국회에 별도의 ‘경선제도 개혁 위원회’(가칭)를 구성해서 정당 정체성을 유지하면서도 효율성을 극대화시킬수 있는 개선 방안을 모색해야 한다.
Abstract
This paper will examine the means to establish a ‘Korean style open primary system’ that would fit the actual state of our politics as a part of a method for nominating presidential candidate in election. For this, first of all, the successful management of the U.S. primary which was introduced about a 100 years ago will be reviewed. In other words, through deep discussion on the historical changes, process and operation of the U.S. primary system, how to promote the open primary system appropriate for our actual circumstances when introduced in Korea will be examined. In addition, if a Korean style open primary is adopted, what sort of political effects in the political reform aspect could be expected will be explored. If Korea adopts open primary in the form of the U.S. the following must be considered. First, if Korean political parties adopt open primary, the most important precondition would be to widely open the size of the electoral college. Second, if the size of the electoral college completely opens, it is advisable to adopt a two-level method(primary and national convention), either a closed or a open type. Third, if a two-level method is adopted,in order to improve political party’s identity and recognize the party leadership’s influences to a certain extent, it would be appropriate to introduce the super delegates system that both major political parties of the U.S. use at the national convention. Fourth, for the primary system adopted by Korean political parties to heighten the possibility of electing a competitive candidate at the finals and creating political power, it is necessary, in the future, to adopt a method different in the allocation of regional delegates bonus system or regional delegates based on the share of the vote at presidential elections used by U.S. political parties. Fifth, to enhance the transparency of candidate selection and to minimize predictable politics and election side effects,election periods and regulations should be fixed beforehand. Sixth, for the open primary to be introduced and established properly, continuous attention and efforts for system improvements are needed. An improvement to maintain political parties’identity and maximize efficiency by forming a separate (tentatively named) ‘Election System Reform Committee’ in the National Assembly should be explored.
