본 연구에서는 미 해군 조직문화 개혁 사례의 분석을 통해 한국군이 추구해야 할 조직문화 개혁의 바람직한 목표와 추진전략을 살펴보았다. 1970년대 전반 미 해군은 줌월트 참모총장이 중심이 되어 새로이 직면한 환경에 적응하기 위해 재미있고 신나는 해군을 목표로 대대적인 조직문화 개혁을 단행했다. 미 해군의 조직문화 개혁의 성과와 한계점을 고려하였을 때, 한국군의 조직문화 개혁 추진에 주는 함의는 다음과 같다. 먼저 한국군은 앞으로 상호존중하고 포용하는 군, 장병이 주체가 되는 군, 합리적으로 운영되는 군을 목표로 설정하고 조직문화를 개혁해 나갈 필요가 있다. 한국군의 조직문화 개혁이 성공하기 위한 추진전략은 아래와 같다. 첫째, 조직문화의 개혁은 리더의 의지만으로 달성할 수 있는 것이 아니라는 것을 인식하고 리더십과 팔로워십을 조화시켜 개혁을 진행해야 한다. 둘째, 이미 발생한 사건사고 및 문제에 대한 사후조치 방식의 접근에서 벗어나 자발적이고 선제적으로 개혁을 추진해야 한다. 셋째, 변화와 개혁을 선도하고 개혁의 연속성을 보장하기 위해 전담조직을 구축하고 이를 적절히 활용하는 것이 필요하다. 넷째, 조직문화 개혁이 단기적인 구호에 그치지 않고 설정된 목표를 달성할 때까지 지속적으로 진행되기 위해서는 ‘군인복무기본정책’을 중심으로 한 제도적 기반을 더욱 강화해야 한다. 마지막으로 군 조직문화 개혁에 대한 추진동력을 잃지 않도록 내부적 소통을 강화하고, 구성원의 공감대를 얻을 수 있도록 노력해야 한다.
Abstract
In this study, through the analysis of cases of organizational culture reform in the U.S. Navy, the desirable goals and implementation strategy of organizational culture reform that the Korean military should pursue were recommended. In order to carry out reform, it is necessary to clarify the goals to be achieved. The organizational culture reform implementation strategy that the Korean military should take is consisted of four suggestions . First of all, reform must be carried out by harmonizing leadership and followership. Second, it is necessary to establish an organization which is dedicated to reform. Third, reform should be carried out voluntarily and preemptively. Fourth, in order to continue organizational culture reform, the institutional foundation must be strengthened. Finally, efforts should be made to gain consensus among members for securing momentum of reform.
