미국 해병대의 조직문화가 전투수행에 미친 영향 - 625전쟁 시 장진호전투(1950.11.27.∼12.11.) 사례를 중심으로 -

이 글에서는 6?25전쟁 시 미국 해병대 제1사단이 수행하였던 장진호전투에 대하여 미국 해병대의 조직문화를 통하여 분석하였다. 지금까지 장진호전투 관련 분석에서 사용되었던 외형적인 요소들을 중심으로 한 시각에서 벗어나 무형적인 요소인 조직문화를 분석의 주 수단으로 활용한 것은 전승을 거두게 된 내면적인 요인이 무엇인가에 대한 해답을 찾기 위함이었다. 연구결과 미국 해병대의 조직문화는 장진호전투기간 중 다음과 같이 전승을 달성하는데 기여하였음을 발견하였다. 첫째, 전투를 수행하는 데 조직원들을 단결하게 하고 연대감을 조성하게 하였다. 둘째, 동료 해병대에 대한 무한한 신뢰와 헌신으로 나타났다. 셋째, 확고한 역사의식을 바탕으로 조직의 명예와 전통을 수호하려고 노력하게 했다. 넷째, 위기 시 기본 전술전기와 지휘통솔 능력을 발휘하도록 하였다. 다섯째, 불확실성을 극복하는 상상력을 발휘함으로써 해병대 조직문화가 경직되어 있지 않고 개방적이며, 융통성이 있다는 것을 보여주었다. 연구 결과가 한국군에 주는 함의는 다음과 같다. 첫째, 조직문화에 대한 폭넓은 이해와 올바른 조직문화의 정착이 필요하다. 둘째, 전사연구에 대한 다양한 방법론의 적용이 필요하다. 셋째, 각 군에 대한 확고한 역사교육이 필요하다. 넷째, 군사적 혜안을 갖춘 지휘관을 양성하기 위해 노력해야 할 것이다. 전승은 어느 특정한 한 요소에 의해 지배되지 않는다. 우리는 조직문화가 이러한 전승 달성을 위한 필요조건들을 식별해 내고 부족한 부분을 보완하며, 조직원들을 한 방향으로 이끌어 나가기 위한 가장 근원적인 요인들에 강력한 영향을 미칠 수 있음을 간과하지 말아야 할 것이다.
Abstract
Until now a number of analyses of the Battle of Chosin Reservoir have focused on the external factors such as prevailing forces, superior weapon systems and aviation of the United States Marine Corps. In this study, however, I analyzed it through the organizational culture of United States Marine Corps for more balanced analysis. War victory cannot be achieved by only one or two key elements. It is necessary to effectively assemble those factors such as the operational forces, equipments, supplies and combat spirit to achieve victory. Especially, organizational culture is a fundamental element to unite these factors properly. If we want to accomplish a goal in war, we should not forget that the organizational culture can lead us to the right direction. In this study I could find out the U.S, Marine organizational culture's roles are as follow. First, it bonded and unified its ranks together and created solidarity. Second, it enabled endless trust and devotion to the fellow Marines. Third, based on the firm sense of history, soldiers tried to protect the Marine's honor and tradition. Fourth, it pushed the Marines to fully perform their fundamental skills and command leadership during the war. Fifth, it gave the strength to overcome the crisis through the abundant imagination which showed that the Marines culture was not closed. Through this study, I would like to suggest as follow. First, we should have pay more attention to our organizational culture. Second. when we study history, we should look into diverse aspects. Third, the leaders should teach its history to their members. Fourth, we should bring up the military leaders who have a Coup d'œil. Organizational culture is one of the factors which can lead to victory and overcome the obstacles.
