본 연구의 목적은 김정은 정권의 대남전략이 변화하고 있는지, 아니면 지속되고 있는지를 분석하는 것이다. 이를 위해 본 연구에서는 김정은 정권의 대남전략을 ‘변화’와 ‘지속’이라는 두 가지 측면에서 고찰하였다. 김정은의 대남전략을 분석하기 위해, 테일러(Maxwell D. Taylor)의 전략 구성요소와 아서 F. 리케(Arthur F. Lykke Jr.)의 군사전략 구성요소를 대남전략의 구성요소로 전환하여 검토하였다. 이를 통해 대남전략의 목표, 수단, 방법을 분석하고 그 본질을 포괄적으로 이해하고자 하였다. 분석 기간은 김정은의 집권 기간을 네 개의 시기로 나누고, 현재 상황을 분석하기 위해 제4기(2024년∼현재)에 집중하였다. 핵심적으로 드러난 사실은 김정은 정권의 대남전략이 외형적으로 ‘적대적 두 국가론’이라는 형태로 변화한 것으로 보이지만, 그 근본적인 목표와 수단은 여전히 변하지 않고 있으며, 과거와 유사하게 이를 구현하기 위한 방법에서만 변화가 있었음을 확인하였다.
Abstract
The objective of this study is to assess whether the strategic approach of the Kim Jong-un regime towards South Korea is undergoing transformation or remaining consistent. To achieve this aim, the study conducts a comprehensive analysis of the regime's strategy in relation to South Korea, focusing on two key dimensions: ‘change' and ’continuity'. To analyze Kim Jong-un's strategy toward South Korea, the strategic components articulated by Maxwell D. Taylor and the military strategy elements proposed by Arthur F. Lykke Jr. were adapted to formulate a framework for understanding the strategy directed at South Korea. This approach aims to elucidate the objectives, resources, and methodologies inherent in the South Korean strategy, thereby facilitating a comprehensive understanding of its fundamental nature. The analysis period categorizes Kim Jong-un's reign into four distinct phases, with particular emphasis on the fourth phase (2024-present) to examine the current situation. The primary observation is that the strategy of the Kim Jong-un regime towards South Korea seems to have shifted to what can be characterized as a ‘Hostile Two-Nation Theory'. However, the regime's fundamental objectives and methods remain consistent. It has been established that the only alteration pertains to the implementation approach, which bears resemblance to previous strategies.
