초록

본 연구는 2012년 김정은 집권 이후 북한의 대남 군사전략을 ‘강압전략’의 관점에서 평가하고 전망하는 데 목적을 둔다. 김정은의 대남 강압전략을 분석하기위한 사례연구로서 “2013년 3월 위기조성” 국면과 “2015년 8월 위기조성” 국면을 다루었다. 이를 통해 본고에서 주장하는 핵심 논지는 다음과 같다. 북한은2013과 2015년의 두 차례 위기조성 국면에서 한국정부와 한국군을 대상으로 한강압에 있어 확전우세(escalation dominance) 유지와 압박점(pressure points) 공략에 실패했다. 북한은 화전양면전략으로 대표되는 강압을 구사함에 있어 자신의강압에 대한 한국의 보복행동보다 향후에 더 큰 피해를 강요할 수 있다는 확신(확전우세)을 인식시키지 못하였으며, 한국의 경제와 여론과 같은 압박점을 공략하는 데 성공적이지 못하였다. 이를 통해 본 연구는 김정은의 대남 강압전략이정세오판과 아마추어리즘에 기초한 전략적 퇴보와 조정을 노정하고 있는 과도기 단계에 있음을 주장한다.

Abstract

The purpose of this study is to analyze and assess the military strategy of KJU(Kim Jong Un) Regime with a framework “dynamics of coercion” since KJU’s assuming the political power in north Korea in 2012. This article deals with two different cases of “2013 and 2015 crisis on the Korean Peninsula”. My arguments are as follows: In the provocation of 2013 and 2015 KJU Regime failed to coerce the ROK government and military, because his attempt was not successful to attack the proper “pressure points(items that a target state values)” and maintain the “escalation dominance(having superiority at every level of conflict)” over ROK society. On the one hand, KJU was not in a position to impose an unacceptable fear of escalation to war on ROK government and society while denying the ROK the chance to respond. On the other hand, he was not able to identify and exploit the most vulnerable pressure points of ROK Society. Finally, this study argues that KJU’ coercive strategy is on a transition process from ‘strategic regression’ to ‘strategic adjustment’.
