이 연구는 김정은 정권이 전개해온 통일정책의 의미와 특징을 분석하고 그 함의를 도출하는 데 목적을 두고 있다. 이를 위해 지난 12년간북한 관영언론의 보도를 추적하였다. 분석 결과, 김정은 정권의 통일담론은 민족, 조국, 자주, 평화, 번영 등 다양한 의미로 나타났는데, 이는 이전 정권들과 유사한 점이다. 차이점은 첫째, 김정은 정권이 독자적인 통일정책을 제시하지 않고 통일 유훈 계승만 언급하고 있고, 둘째, 핵 개발과 같은 비평화적인 방법과 남북 대결을 전개한다는 점이다. 이렇게 볼 때 김정일 정권의 통일정책은 실질적 의미보다는 체제생존을 위한 대내적 담론의 의미로 축소되었다고 평가할 수 있다. 이런 평가는 한국의 미래 설계에 통일정책과 대북정책의 비중을 조정해야 함을 시사해 주고 있다.
Abstract
The purpose of this study is to analyze the meaning and characteristics of the reunification policy developed by the Kim Jong-un regime and to propose its implications. To this end, reports from the North Korean state media were tracked for the past 12 years. As a result of the analysis, the discourse on reunification of the Kim Jong-un regime appeared in various meanings such as nation, motherland, independence, peace, and prosperity, which are similar to previous regimes. The difference is that, first, the Kim Jong-un regime does not present an independent reunification policy and only mentions the succession of the reunification teachings, and second, it develops non-peaceful methods such as nuclear development and inter-Korean confrontation. In this respect, it can be evaluated that the reunification policy of the Kim Jong-il regime has been reduced to the meaning of internal discourse for the survival of the regime rather than its practical meaning. This evaluation suggests that the weight of reunification policy and North Korea policy of South Korea should be adjusted in designing the future of the Korean Peninsula.
