캐나다연방의 문화정책과의 비교를 통해서고찰한 퀘벡 주의 문화정책: 1960년부터 1995년까지

캐나다 퀘벡 주는 북미대륙에서 유일한 프랑스어권 사회로서 캐나다연방을 이루는 다른 주들과 문화적으로 확연히 ‘구별되는 사회(distinct society)’로서의 정체성을 천명한다. 정체성의 문제는 비단 퀘벡에 한정된 것이 아니다. 캐나다연방 자체도 영어권 주민을 주축으로 다양한 문화적 기원을 갖는 이민자들의 나라라는 공통점을 지닌, 지구상에서 가장 확산력이 강한 대중문화 생산국인 미국으로부터 구별되는 국가적 정체성을 정립하는 것이 과제였다. 또한 캐나다연방은 퀘벡을 연방내부에 포용하면서 하나의 국가로서의 문화적 통일성을 추구해야 하는 과제를 안고 있다. 문화적 주권의 표현으로서의 정체성의 문제는 캐나다연방과 퀘벡의 문화정책의 근간을 형성한다. 영어, 프랑스어 공식어와 다문화주의를 기초로 한 연방의 문화정책과 프랑스어 단일언어 정책과 상호문화주의를 기초로 하는 퀘벡의 문화정책은 대립, 경쟁한다. 문화예술의 증흥과 지원을 위한 구체적인 정책 또한 이와 같은 근본적인 정책적 배경 속에서 이해되어야 한다. 본 논문은 퀘벡의 조용한 혁명이 시작된 1960년부터 2차 분리독립 주민투표가 시행된 1995년까지의 기간 동안 퀘벡의 문화정책의 흐름을 캐나다연방의 문화정책과의 대비를 통해서 고찰한다.
Abstract
The province of Quebec, Canada, is home to the only French- speaking society in North America and asserts its identity as a distinct society whose culture is clearly distinct from those of other Canadian provinces. The problem of identity, however, is not confined to Quebec alone. Canada as a country is tasked with the job of establishing a distinct national identity which from its neighboring cultural power- house, the United States, with whom it shares the common denominator of being primarily English-speaking nations whose populations are made up of immigrants from diverse cultural backgrounds. At the same time, Canada must also deal with the challenge of embracing Quebec under its federal system and creating a sense of cultural unity as a nation. As such, the problem of identity as an expression of cultural sovereignty forms the basis of Canada’s and Quebec’s cultural policies, and Canada’s federal cultural policies based on bilingualism and multiculturalism and Quebec’s cultural policies pushing the use of French only and interculturalism clash and compete. Specific policies for promoting and supporting the cultural arts within Canada should also be understood against this contextual background. With this in mind, this paper provides an overview of Quebec’s cultural policies from 1960, when the quiet revolution of Quebec began, to 1995, when the second referendum on Quebec sovereignty took place.
