디지털 시대 캐나다 프랑스어권 퀘벡의 영화지원정책: SODEC을 중심으로

퀘벡은 캐나다 동부에 위치한 프랑스어권 사용 지역이다. 이곳은 영어권 국가 캐나다를 구성하는 지방 중 한 곳에 불과하지만 고유한 영화문화를 보 유하고 있는 곳이다. 퀘벡은 과거 세계 영화 운동에서 중요했던 다이렉트 시네마가 탄생한 곳이며 현재도 높은 수준의 다양한 영화를 제작하고 있다. 퀘벡 영화는 프랑스어를 기반으로 하고 있으며 북미 문화와 프랑스 문화가 독특하게 융합된 모습을 보인다. 다양한 장르의 장편 극영화는 물론 많은 중·단 편영화가 제작되고 있다. 특히 퀘벡 영화는 다큐멘터리 영화와 애니메이션 영화 부문에서 전통적으로 강점을 보인다. 퀘벡 영화의 발전은 우수한 퀘벡 영화인들의 자생적 노력 이외에도 중앙 및 지방 정부 차원에서 이뤄진 구체적 지원 정책을 통해서 강화되었다. 중앙 정부 차원에서의 캐나다 영화에 대한 지원은 NFB를 통한 지원을 들 수 있 다. 지방 정부 차원의 퀘벡 영화 지원은 SODEC의 지원이 있다. 문화 관련 정책을 총괄하는 퀘벡 문화부는 SODEC을 통해 지역의 영화 및 영상 분야에 대한 지원을 하고 있다. 퀘벡 주정부 공기업인 SODEC은 1995년부터 제작·배 급·홍보 등 다양한 측면에서 지역의 창작자, 제작사, 극장을 지속적으로 지원 하고 있다. SODEC의 지원은 시나리오·제작·마케팅·배급·신진창작자 지원 등 으로 세분화되어 있으며 디지털 시대의 도래와 함께 인터랙티브 비디오에 대 한 지원이 이뤄지고 있다.
Abstract
The French-speaking region of Canada, Quebec, is located in eastern Canada. Despite being a federal government in Canada, the English- speaking country, Quebec has exceptionally unique cinema. In addition, Quebec is the center of Canadian cinema, where ‘Direct cinema’, which was important in the global film movement, was born 1960’ and at the same time, films of various genres were continuously produced. In addition to feature-length feature films based on the French language used in the region, outstanding works are being produced in medium and short films. In the documentary film category, works that show a global level are being produced. Support for Canadian films at the central government level is the differentiated support of the NFB. However, the distinctive development of Quebec films in Canadian films has not been achieved solely through the efforts of the NFB. In addition to the filmmakers’ own efforts, concrete factors in the development of the Quebec cinema are the support of the local government of Quebec. The Ministry of Culture of Quebec is supporting various fields of film through SODEC, a state-owned enterprise. Through SODEC’s careful support, creators and companies based in Quebec are producing and distributing films representing Quebec. Scenario, production, marketing and distribution, and support for new creators are being supported. With the advent of the digital era, support for interactive video has also been carried out recently.
