이 연구는 다민족 사회인 캐나다가 언어정책을 통하여 사회통합을 이루 어가는 과정, 특히 이중언어정책의 역사적 성립과정과 정책내용 및 그 문 제점을 분석하여 다문화정책의 시사점을 찾는 것이 목적이다. 주류사회인 영어권 캐나다인이 불어권 캐나다인과 다른 소수민족들을 포용하면서 이중 언어정책을 통하여 사회통합을 시도해 가는 것은 캐나다 사회가 민족(종 족)모델(ethnic model)에서 시민모델(civic model)의 특징을 갖는 사회로 전환 하고 있다는 것을 의미한다. 첫째, 이론적 분석틀로서 민족모델과 시민모델 을 논의하고 이중언어정책의 채택은 종족사회에서 시민사회로의 전환을 전 제로 한다. 둘째, 캐나다 이중언어정책 성립의 역사적 배경과 정치과정을 살펴본다. 셋째, 이중언어정책의 목표와 제도적 장치 및 문제점을 분석한 다. 넷째, 언어정책을 포함한 사회의 특징 변화를 민족이론의 전환과의 관 련성을 논하며, 다문화정책의 시사점을 논의한다. 20세기에 캐나다의 사회 문화적 변화의 과정은 특정 민족집단에 ‘누가(영국계 또는 프랑스계)’ 속해 있는지 또는 ‘무엇(문화, 언어, 종교 등)’이 국가이익을 구성하는지에 대한 종족적 민족주의적 정의를 약화시켰다. 반면, 이민자, 소수민족, 비백인, 비 기독교 집단과 같은 다른 집단들의 중요성이 증가하면서 이들을 통합하고 포용할 수 있는 다문화적 정체성을 확보하기 위하여 국가 경계선 내에 있는 모든 국민의 기본적 권리와 의무를 평등하게 확보하는 시민적 개념정의가 확대되었다. 요컨대, 캐나다의 이중언어정책은 영어와 불어의 2개 언어를 공식언어로 선언한 것뿐만 아니라, 소수민족에게는 모국어와 영어 또는 불 어를 택일하는 정책을 채택하여 모든 사람에게 언어적 정의(justice)를 실현 하고 공식언어 교육을 통하여 다민족을 통합하는 연계언어로서 역할을 하 게 하였다는 점에서 중요한 시사점을 제공하고 있다.
Abstract
The goal of this research is to analyze the process by which Canadian multicultural society has been pursuing societal integration through language policy and to examine policy implications. More specifically, this research deals with the historical background of bilingualism and its policy contents and effects. The fact that English-Canadians, which are the majority group, have been striving towards societal integration by tolerating French-Canadians and other minorities, demonstrates how Canadian society has been transforming from a society that consists of the ethnic model to one of the civic model. First, this research formulates the theoretical framework by reviewing past research related to ethnic and civic models. Second, it examines the historical background and political process of the establishment of Canadian bilingualism. Third, it analyzes the goals, institutional mechanism, and problems inherent within bilingualism. Finally, it discusses changes in societal characteristics related to the transformation of nationalism theories, and then derives policy implications for multicultural policies. In short, Canadian bilingualism not only adopted English and French as the nation’s official languages, but also allowed ethnic minorities to maintain their native-language and choose English or French as second languages. Thus bilingual policy provides significant implications in realizing linguistic justice for minorities and in emphasizing the role of official languages as linkages for integrating multicultural societies.
