본 연구는 사회보장 전달체계의 분석틀에 기초하여 북한의 식량공급제가 실제 어떻게 작동되고 있는지를 북한이탈주민들의 증언을 토대로 재구성하여, 북한 사회보장 전달체계의 특징을 규명하고자 한다. 통합성은 행정 및 집행체계의 통합성으로, 적절성은 급여수준과 형평성에서의 법적 기준의 준수로, 그리고 지속성은 예산의 안정적인 확보를 기준으로 평가하였다. 북한 식량공급제의 실태는 2000년 이후 북한이탈주민을 대상으로 심층 면접을 통해 파악하였고, 이를 통해 사회보장 전달체계의 특징을 포착하고자 하였다. 분석 결과, 북한 식량공급제 전달체계는 낮은 수준의 통합성, 낮은 수준의 적절성, 낮은 수준의 지속성을 보여왔다고 결론내릴 수 있다. 국가책임의 식량공급제 전달체계의 회복을 위한 노력이 요청된다.
Abstract
This study aims to identify the characteristics of food supply·delivery system in North Korea. Its approach is based on North Koreandefectors’ testimonies of how the North Korean system is actually operated, using three analytic frameworks of the social security delivery system: the “integration” of the North Korean system is assessed on the basis of the unity of administrative and executive systems; its “appropriateness” is assessed in compliance with the legal standards of pay levels and equity; its “continuity” is evaluated in terms of the secure acquisition. The actual situation of the North Korean food supply system is analyzed through in-depth interviews with North Korean refugees since 2000. Our conclusion is that the North Korean food supply system has shown a low level of integration, appropriateness, and continuity. Much efforts of the North Korean government are needed to restore a proper food supply system.
